【摘要】：自1949年中華人民共和國中央人民政府成立,至1954年新的中央人民政府—國務(wù)院成立,中央人民政府在歷史轉(zhuǎn)折時(shí)期承擔(dān)著特殊使命,被稱為"開國政府"。新中國成立后,迅速建立、健全和完善各級人民政府。印章是權(quán)力的象征,是各級政府頒發(fā)法令、命令、對外行文鈐公文和行使權(quán)力時(shí)使用的憑證信物。為籌建新中國,1949年6月新政治協(xié)商會議籌備會開始為新中國"開國政府"籌劃制定印章制度。1950年2月政務(wù)院會議通過《印信條例》。新中國政府印章制度包括:鑄造制度,涉及印型、制法、質(zhì)料、印文、背款等;政府印信鑄發(fā)范圍,從中央到地方大行政區(qū)、省、行署區(qū)、市級政府及其所屬機(jī)構(gòu)、中國駐外機(jī)構(gòu)等,都按規(guī)定統(tǒng)一鑄發(fā)印信;政府印信下發(fā)和上繳;政府印信的制發(fā)鐫鑄等。新中國"開國政府"印信鑄發(fā)范圍廣、時(shí)間長、數(shù)量眾多,情況復(fù)雜。
