【摘要】：陜西自古是我國的農(nóng)業(yè)大省,這里有著豐富的農(nóng)產(chǎn)品種類和精耕細(xì)作的優(yōu)良農(nóng)業(yè)傳統(tǒng)�？箲�(zhàn)之前的陜西農(nóng)業(yè)在國民政府開發(fā)西北政策的扶持下取得了較快的發(fā)展,無論是其水利設(shè)施的興修還是優(yōu)良農(nóng)作物品種的引進(jìn)、培育與推廣均逐漸達(dá)到近世之較高水平。 七七事變后,抗日戰(zhàn)爭全面爆發(fā),陜西處于抗日大后方第一線的重要地位,戰(zhàn)略地位日益突出。伴隨著戰(zhàn)時淪陷區(qū)機(jī)關(guān)、工廠、學(xué)校以及數(shù)以萬計的難民內(nèi)遷入陜,陜西農(nóng)業(yè)與農(nóng)村經(jīng)濟(jì)面臨著巨大的壓力與負(fù)擔(dān)。在這一特殊歷史時期,國民政府在政策、資金與技術(shù)方面進(jìn)一步對陜西的農(nóng)業(yè)生產(chǎn)和農(nóng)業(yè)經(jīng)濟(jì)進(jìn)行扶持。而陜西地方政府抓住機(jī)遇進(jìn)一步調(diào)整了農(nóng)業(yè)政策,在戰(zhàn)前陜西農(nóng)田水利發(fā)展的基礎(chǔ)之上,改良和發(fā)展了農(nóng)業(yè)生產(chǎn)技術(shù),使農(nóng)業(yè)經(jīng)濟(jì)保持了較快發(fā)展的速度,最大程度上保證了陜西本省、廣大后方以及前線民食軍需之用,在后勤保障與物資供應(yīng)方面為抗戰(zhàn)的勝利作出了巨大的貢獻(xiàn)。 這一時期農(nóng)業(yè)生產(chǎn)技術(shù)改良以近代化農(nóng)田水利設(shè)施的興修為龍頭,其施工規(guī)模與近代化水平在國內(nèi)首屈一指,為陜西的農(nóng)業(yè)發(fā)展提供了保障；同時陜西的農(nóng)業(yè)科研教育機(jī)構(gòu)相繼建立和完善,在其領(lǐng)導(dǎo)下的農(nóng)業(yè)改良促進(jìn)了農(nóng)業(yè)科技的全面發(fā)展和廣泛傳播。農(nóng)、科、教相互作用、齊頭并進(jìn),不僅提高了農(nóng)作物產(chǎn)量而且使陜西的農(nóng)業(yè)經(jīng)濟(jì)逐步進(jìn)入到了近代化的發(fā)展軌道上,抗戰(zhàn)時期陜西的農(nóng)業(yè)改良促進(jìn)了陜西農(nóng)村經(jīng)濟(jì)的較快發(fā)展。這一時期的農(nóng)業(yè)改良的成效與模式對于今天陜西農(nóng)業(yè)發(fā)展有著一定的借鑒作用。 本文主要從以下五個方面展開論述： 第一部分為緒論,主要闡述論文的選題背景及其意義、當(dāng)前國內(nèi)對這一問題的研究狀況、論文的研究思路與方法、研究內(nèi)容,以及相關(guān)概念的界定等。 第二部分詳細(xì)闡述了抗戰(zhàn)爆發(fā)前,陜西農(nóng)業(yè)的自然概況,陜西農(nóng)業(yè)的初步恢復(fù)和發(fā)展的政策背景和社會背景以及取得的成就。 第三部分詳細(xì)闡述了抗戰(zhàn)爆發(fā)后,國民政府出臺的相關(guān)興農(nóng)政策以及在其大力扶持下陜西地方政府具體的農(nóng)業(yè)改良措施。 第四部分主要分析了農(nóng)業(yè)改良促進(jìn)了農(nóng)村經(jīng)濟(jì)的發(fā)展以及取得的成績。 第五部分總結(jié)了陜西農(nóng)業(yè)改良的特點和不足。
[Abstract]:Shaanxi has been a large agricultural province in China since ancient times, with rich agricultural products and fine agricultural traditions. Before the War of Resistance against Japan, Shaanxi agriculture developed rapidly with the support of the National Government's policy of developing northwest China. Both the establishment of its water conservancy facilities and the introduction of fine crop varieties have gradually reached a higher level in modern times. After the July 7th incident, the War of Resistance against Japan broke out in an all-round way. Shaanxi is in an important position in the front line of the anti-Japanese rear area, and its strategic position is becoming increasingly prominent. Along with the relocation of organs, factories, schools and tens of thousands of refugees from the enemy-occupied areas during the war, Shaanxi's agriculture and rural economy are facing tremendous pressure and burden. In this special historical period, the National Government is in the policy, Funds and technology further supported Shaanxi's agricultural production and agricultural economy. However, local governments in Shaanxi seized the opportunity to further adjust their agricultural policies, on the basis of the development of irrigation and water conservancy in Shaanxi before the war. By improving and developing agricultural production techniques, the agricultural economy has maintained a relatively rapid development speed, and to the greatest extent has ensured the use of military supplies for the people in Shaanxi Province, the vast rear areas and the front lines. In logistics support and supplies for the victory of the War of Resistance made a great contribution. In this period, the improvement of agricultural production technology was led by the construction of modern irrigation and water conservancy facilities, and its construction scale and modernization level were second to none in China, which provided the guarantee for the agricultural development of Shaanxi. At the same time, the agricultural scientific research and education institutions in Shaanxi have been established and perfected one after another, and the agricultural improvement under its leadership has promoted the overall development and widespread dissemination of agricultural science and technology. Not only has the yield of crops been increased, but also the agricultural economy of Shaanxi has gradually entered the track of modernization. The agricultural improvement in Shaanxi during the Anti-Japanese War has promoted the rapid development of Shaanxi rural economy, and the results and models of agricultural improvement in this period have a certain reference for the agricultural development of Shaanxi today. This paper mainly discusses the following five aspects:. The first part is the introduction, mainly describes the background and significance of the topic, the current domestic research on this issue, research ideas and methods, research content, as well as the definition of related concepts. The second part elaborates the natural situation of Shaanxi agriculture before the outbreak of the War of Resistance against Japan, the policy background and social background of the initial recovery and development of Shaanxi agriculture, and the achievements made. The third part elaborates the relevant agricultural policies issued by the National Government after the outbreak of the War of Resistance against Japan and the specific agricultural improvement measures of the Shaanxi local government under its vigorous support. The 4th part mainly analyzes the agricultural improvement has promoted the rural economy development and the achievement. Part 5th summarizes the characteristics and shortcomings of Shaanxi agricultural improvement.
