【摘要】：在全國所有的地區(qū)中,新疆是我國面積最大、交界鄰國最多、邊境線最長的省區(qū),其戰(zhàn)略地位十分重要。新疆的歷史發(fā)展離不開屯墾制度,屯墾制度的歷史變遷體現(xiàn)了中國歷代政府對(duì)新疆的治理情況和新疆的經(jīng)濟(jì)發(fā)展情況。從目前的新疆生產(chǎn)建設(shè)兵團(tuán)屯墾制度建設(shè)看,應(yīng)當(dāng)不斷從歷代新疆屯墾管理中吸取經(jīng)驗(yàn)教訓(xùn),提高屯墾戍邊的能力,充分發(fā)揮保障國家安全和促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展的重任,推動(dòng)國家西部大開發(fā)的戰(zhàn)略目標(biāo)的實(shí)施,從而走出一條具有中國特色的社會(huì)主義現(xiàn)代化屯墾的新型道路。本文通過對(duì)新疆幾個(gè)時(shí)期的屯墾制度的變遷研究,得出屯墾制度對(duì)新疆歷史發(fā)展的有利影響;并且通過對(duì)當(dāng)前新疆生產(chǎn)建設(shè)兵團(tuán)的屯墾制度現(xiàn)狀進(jìn)行分析,得出要進(jìn)一步加強(qiáng)新疆屯墾戍邊政策的建設(shè),要?dú)v史與實(shí)踐相結(jié)合,提出創(chuàng)建屯墾戍邊的新型團(tuán)場的建議。
[Abstract]:Of all the regions in the country, Xinjiang is the province with the largest area in China, the largest bordering country and the longest borderline. Its strategic position is very important. The historical changes of the reclamation system reflect the governance of Xinjiang and the economic development of Xinjiang by successive Chinese governments. We should constantly draw lessons from the management of reclamation in Xinjiang in the past dynasties, improve the ability to open up land and defend the frontier, give full play to the important task of safeguarding national security and promoting regional economic development, and promote the implementation of the strategic goal of the large-scale development of the country's western region. In order to find out a new road of socialist modernization with Chinese characteristics, this paper studies the changes of the reclamation system in several periods in Xinjiang, and concludes the beneficial influence of the reclamation system on the historical development of Xinjiang. By analyzing the present situation of the cultivation system of Xinjiang production and Construction Corps, it is concluded that we should further strengthen the construction of Xinjiang's policy of reclaiming and guarding the frontier, combine history with practice, and put forward some suggestions for establishing a new type of regiment farm for opening up land and garrisoning the frontier.
