【摘要】：作為晚清著名的駐外使節(jié)之一,梁誠的一生與外交有著不可分割的聯(lián)系。在豐富的外交實踐中,梁誠形成了自己富有特色的外交思想。本文從以下七個部分對梁誠的外交思想和實踐進行了全面論述。 第一部分論述了梁誠外交思想的緣起。指出梁誠外交思想的形成并不是偶然的,中外關(guān)系格局的變化、地緣因素的影響、留學教育的背景及其長期的外交實踐等共同影響了梁誠外交思想的形成。 第二部分著重探討了梁誠的近代外交觀念。作為晚清的留學生外交官,梁誠在多年的對外交往實踐中,對國際法、國際組織、國際會議、和平解決國際爭端等近代外交觀念有了自己的認識和思索,并在實踐中給予了靈活運用。 第三部分詳細闡述了梁誠主要的外交實踐,包括他所參與的三大對外交涉及為保護華工生命與財產(chǎn)安全所作出的努力,肯定他在晚清外交史上的重要作用。 第四部分論述了梁誠積極靈活的談判藝術(shù)和技巧。梁誠之所以能取得一系列對外交涉的勝利,主要是因為他能深入調(diào)查分析事情的起因,準備周全；以國際法為武器,據(jù)理力爭；抓住對手內(nèi)部的矛盾分歧,相機行事；重視輿論的導向作用,巧發(fā)奇中；借助國內(nèi)民眾運動的力量,相互配合。 第五部分劍析了梁誠致力于外交建設(shè)的努力。以完善外交制度,他向政府建議在墨西哥設(shè)立領(lǐng)事館,并提出“人地相宜”的選派使署人員；意識到內(nèi)政與外交辯證的關(guān)系,他主張改革內(nèi)政,為外交培植國力。 第六部分論述了梁誠外交思想和實踐的積極影響和局限性。首先肯定了他在當時歷史條件下所展開的外交活動維護了國家和民族的利益,推動了中國外交的近代化。其次分析了他外交思想和實踐的不足之處。 第七部分是結(jié)語部分,指出以梁誠為代表的新一代外交官雖然具有較高的職業(yè)素質(zhì)卻始終無法從根本上改變“弱國無外交”的無奈現(xiàn)實。
[Abstract]:As one of the famous envoys abroad in the late Qing Dynasty, Liang Cheng's life is inextricably related to diplomacy. Liang Cheng has formed his own characteristic diplomatic thought. This paper comprehensively discusses Liang Cheng's diplomatic thought and practice from the following seven parts. The first part discusses the origin of Liang Cheng's diplomatic thought, and points out that the formation of Liang Cheng's diplomatic thought is not accidental, the change of the pattern of Sino-foreign relations, the influence of geographical factors, The background and long-term diplomatic practice of studying abroad influence the formation of Liang Cheng's diplomatic thought. The second part focuses on Liang Cheng's concept of modern diplomacy. As a foreign student diplomat in the late Qing Dynasty, Liang Cheng, in his many years of foreign exchange practice, has studied international law, international organizations, and international conferences. Modern diplomatic concepts such as peaceful settlement of international disputes have their own understanding and thinking, and have been applied flexibly in practice. The third part expounds the main diplomatic practice of Liang Cheng in detail, including the efforts he made to protect the life and property of Chinese workers, and affirms his important role in the diplomatic history of the late Qing Dynasty. The 4th part discusses Liang Cheng's active and flexible negotiation art and skill. The reason why Liang Cheng can win a series of foreign negotiations is mainly because he can thoroughly investigate and analyze the cause of the matter and be well prepared; he uses international law as a weapon. Strive to argue according to the facts; seize the contradictions and differences within the opponent and act on the camera; attach importance to the guiding role of public opinion and make a surprise; and cooperate with each other with the help of the forces of the domestic mass movement. The 5th section analyzes Liang Cheng's efforts in diplomatic construction. In order to perfect the diplomatic system, he suggests to the government the establishment of a consulate in Mexico and proposes the appointment of "suitable people and places"; aware of the dialectical relationship between internal affairs and foreign affairs, He advocated the reform of internal affairs and the cultivation of national strength for diplomacy. The 6th part discusses the positive influence and limitation of Liang Cheng's diplomatic thought and practice. Firstly, he affirms that his diplomatic activities under the historical conditions at that time safeguarded the interests of the country and the nation. It promotes the modernization of Chinese diplomacy. Secondly, it analyzes the shortcomings of his diplomatic thought and practice. The 7th part is the conclusion, pointing out that although the new generation of diplomats represented by Liang Cheng has higher professional quality, it can never fundamentally change the helpless reality of "weak countries without diplomacy".
