【摘要】：大清河是直隸地區(qū)的主要水系之一,派系紛繁,支流眾多。津保河段是大清河中系的重要組成部分,由大清河的干流和多條引河共同匯成,并且貫穿東西兩淀,是保定通往天津的主要河段,在歷史上具有防洪、灌溉和航運等重要作用。史料記載它北鄰永定,南鄰滹沱,時常受兩條渾河的影響,泥沙淤塞導致河道擁堵,引發(fā)水患災害,是治理的重點、難點;此外,它自身水系發(fā)達,水量充沛,東西兩淀發(fā)揮了蓄水、灌溉的作用,為水利營田的發(fā)展提供了優(yōu)越的自然條件。本文將大清河水系進行分類梳理,理清各支脈的分布概況,以中系的津保河段作為研究中心,從水災的治理和農(nóng)田水利的發(fā)展兩個方面入手,參照前人的相關(guān)研究成果,借助方志、奏折等史料,用歷史學、社會學等方法分析晚清政府在津保河段治水興利的特點和局限性。就研究時間時間而言,以嘉慶朝為時間上限,以光緒朝為研究重點。就研究內(nèi)容而言,著重分析此時水患災害頻發(fā)的原因和表現(xiàn),通過整理資料列舉出治理水患的主要思想方法,以及流域內(nèi)各州縣如何利用大清河開展的田水利事業(yè)建設。就研究意義而言,通過對津保河段治水興利的研究,突出問題意識,總結(jié)其發(fā)展的局限性,與此時整體的中國社會背景相呼應,更希望能對今后水利事業(yè)的發(fā)展有所幫助。如今,城市化的發(fā)展越來越離不開對水的利用和管理,通過近兩年北京、石家莊、邢臺、邯鄲等地區(qū)發(fā)生的洪澇災害事件以及政府的應急治理之策看到,人們對水的重視程度還不夠高,各級管理制度還不夠完善,應對突發(fā)事件的處理能力還不夠強,筆者雖不是水利專業(yè)的學生,但是想透過歷史的層面,還原歷史上類似情況的真實面貌,分析人與水之間的緊密聯(lián)系,使得人水共存的理念深入人心。
[Abstract]:The Daqing River is one of the main water systems in Zhili region, with numerous factions and numerous tributaries. The Jinbao reach is an important part of the Middle system of the Daqing River, which is formed by the main stream of the Daqing River and the many diversion rivers, and runs through the East and the West. Baoding is the main river leading to Tianjin, which plays an important role in the history of flood control, irrigation and shipping. Historical records show that it is bordered by Yongding in the north and Hutuo in the south, often affected by two Hunhe rivers. In addition, its own water system is developed, with abundant water, and the East-West Lake plays the role of water storage and irrigation, which provides superior natural conditions for the development of water conservancy Yingtian. To clarify the distribution of each branch, taking the Jinbao reach in the middle system as the research center, starting from the two aspects of flood control and the development of irrigation and water conservancy, referring to the related research achievements of predecessors, using historical materials such as local chronicles and notes, using history. Sociology and other methods are used to analyze the characteristics and limitations of the government in the late Qing Dynasty. In terms of the time of the study, the Jiaqing Dynasty is the upper limit, the Guang Xu Dynasty is the focus of the research. As far as the content of the research is concerned, Focusing on analyzing the causes and manifestations of frequent flood disasters at this time, through sorting out the data to list the main ideas and methods of flood control, as well as how to make use of the construction of farmland and water conservancy carried out by Daqing River in each state and county of the basin. As far as the significance of the research is concerned, Through the research on the benefit of harnessing the water in the Jinbao reach, highlighting the problem consciousness, summarizing its limitation of development, echoing the social background of the whole Chinese society at this time, hoping to be helpful to the future development of the water conservancy. The development of urbanization is more and more inseparable from the use and management of water. In the past two years, the flood and waterlogging events in Beijing, Shijiazhuang, Xingtai, Handan and other areas, as well as the government's emergency management measures, have been seen. People do not attach enough importance to water, the management system at all levels is not perfect enough, and the ability to deal with emergencies is not strong enough. Although I am not a water conservancy major student, I want to pass through the level of history. Restoring the true appearance of similar situation in history and analyzing the close relation between man and water make the idea of coexistence of man and water deeply rooted in the hearts of the people.
