【摘要】：本文以鎮(zhèn)�？h相關(guān)檔案資料為依據(jù),對新中國成立至文革前縣級機(jī)構(gòu)干部數(shù)量及其結(jié)構(gòu)變動的情況進(jìn)行梳理,探討毛澤東時(shí)代基層政權(quán)機(jī)構(gòu)設(shè)置及其干部隊(duì)伍建設(shè)的特點(diǎn)。建政之初,中共政權(quán)遇到了干部數(shù)量不足的困難,通過依靠南下干部和大軍干部,大力提拔本地干部,中共順利度過了這一難關(guān)。然而,隨著社會主義改造的完成和經(jīng)濟(jì)的復(fù)蘇,中共干部隊(duì)伍膨脹,機(jī)構(gòu)日益龐大。對此,鎮(zhèn)�？h在1949—1965年間進(jìn)行了數(shù)次整編精簡,然而其干部數(shù)量在調(diào)整中進(jìn)入了“精簡—膨脹—再精簡—再膨脹—愈精簡—愈膨脹”惡性循環(huán),本文對這一惡性循環(huán)的原因也有所探討。
[Abstract]:Based on the relevant archives of Zhenhai County, this paper combs the number of cadres and their structural changes in the county level from the founding of New China to the Cultural Revolution. This paper probes into the characteristics of the establishment of grass-roots political power organizations and the construction of cadres in Mao Zedong's time. At the beginning of the establishment of government, the CPC regime encountered the difficulty of insufficient number of cadres, and by relying on the cadres from the south and the army, it vigorously promoted the local cadres. However, with the completion of socialist transformation and the recovery of the economy, the number of cadres in the Communist Party has expanded and the organization has become increasingly large. For this reason, Zhenhai County carried out a number of reorganization and streamlining between 1949 and 1965. However, the number of cadres in the readjustment has entered the vicious circle of "streamlining-expanding-restreamlining-reexpanding-becoming leaner-more inflated". This paper also discusses the reasons for this vicious circle.
