【摘要】：熊希齡出任北京政府國務(wù)總理后,為解決政府支絀的財政狀況,實現(xiàn)國家統(tǒng)一和中央集權(quán),順應(yīng)當時建立強有力中央政府的時勢,力主廢除省制,將其列入施政方針并積極籌劃。在籌議過程中,不僅總統(tǒng)府、國務(wù)院主張各異,國務(wù)院內(nèi)部亦存意見分歧。袁世凱依據(jù)時勢變化及政治需要,對熊希齡內(nèi)閣的廢省籌議采取不同態(tài)度:在需要借助熊希齡內(nèi)閣結(jié)好進步黨,謀取更大權(quán)力時,一面虛與委蛇,一面施加影響;當各省都督不明就里,對內(nèi)閣改省方案表示贊成時,又暗自指示親信加以反對;待到他對全國控制加強,各省都督支持改行總統(tǒng)制時,轉(zhuǎn)而主張維持省制。廢省籌議在袁世凱與各省都督聯(lián)合抵制下,隨著熊希齡內(nèi)閣倒臺而暫緩實行。
[Abstract]:After Xiong Xiling became premier of the Beijing government, in order to solve the financial situation of the government's support deficit, realize national unity and centralization of power, conform to the current situation of establishing a strong central government at that time, he urged the abolition of the provincial system. In the process of planning and discussion, not only the Presidential Palace, the State Council has different opinions, but there are also differences of opinion within the State Council. Yuan Shikai, according to the changes of the times and political needs, Different attitudes have been taken towards the discussion of Xiong Xiling's cabinet on the scrapped province: when it is necessary for Xiong Xiling's cabinet to form a progress party and gain greater power, it will exert influence on the one hand and the snake on the other; when all the provinces are in doubt, When expressing approval of the cabinet reform plan, he secretly directed his cronies to oppose it; when he strengthened control over the whole country and when the provincial governors supported the reform of the presidential system, they instead advocated the maintenance of the provincial system. The abolition of the provincial assembly was boycotted by Yuan Shikai and the provincial governors. With the fall of Xiong Xiling's cabinet, it was suspended.
