【摘要】： 清季面對內(nèi)憂外困的局面,在請立國會日不暇給的形勢下,國人只簡單專注于西方憲政體制所體現(xiàn)出的優(yōu)越性,忽略了此種政體得以存在并合理運(yùn)行,是有其深刻的內(nèi)在環(huán)境,與社會諸多方面都有著密不可分的關(guān)聯(lián),并非朝夕之間即可大功告成,忽略中土的傳統(tǒng)與現(xiàn)實(shí),憑空造物,只會適得其反。以載灃為首的清統(tǒng)治集團(tuán)在中央權(quán)威慢慢流失的過程中,雖以主動應(yīng)變的姿態(tài)迎合時(shí)代潮流,努力的想使新政改革步驟步入政府設(shè)計(jì)的軌途,卻與逐步壯大的立憲派在終極目標(biāo)上各有不同。清末第一屆資政院常年會中重大案件之一的彈劾軍機(jī)大臣案,使原有夾雜的矛盾更加尖銳,中央權(quán)威大大弱化,引起外省督撫和立憲派更大不滿,各方漸行漸遠(yuǎn)。此后在清廷內(nèi)外不當(dāng)政策的催化下,現(xiàn)有體制最終走向崩潰。通過對此個(gè)案的深度研究,探討西方政治體制移植到中國本土過程中的艱難和曲折,動態(tài)的分析朝野之間的調(diào)試與反應(yīng),從而對宣統(tǒng)政局有更為深刻的了解,并力圖從另一視角探討立憲運(yùn)動和清王朝覆滅的原因。
[Abstract]:Faced with the situation of internal worries and difficulties outside the Qing Dynasty, under the situation of inviting the National Assembly to become increasingly dizzying, Chinese people simply focused on the advantages embodied in the Western constitutional system, ignoring the existence and rational operation of such a regime. It is a profound internal environment. It is inextricably related to many aspects of society. It is not a success that can be achieved overnight, ignoring the tradition and reality of the Middle Earth, and making things out of thin air. This will only backfire. In the course of the gradual loss of central authority, the Qing ruling group, headed by Zeifeng, took the initiative to adapt to the trend of the times and tried its best to make the steps of the New deal reform into the path of government design. However, the impeachment of military aircraft ministers, one of the most important cases in the first session of the last years of the Qing Dynasty, was different from that of the gradually growing constitutionalists, which made the original contradictions more acute and the authority of the central authorities weakened greatly. This led to greater dissatisfaction among the governors and constitutionalists of foreign provinces, and the parties went further and further. After that, under the catalysis of improper policies inside and outside the Qing Dynasty, the existing system finally collapsed. Through the in-depth study of this case, This paper probes into the difficulties and twists in the process of transplanting the western political system to the Chinese mainland, and analyzes dynamically the debugging and reaction between the government and the opposition, so as to have a deeper understanding of the political situation of Xuanunified. And from another angle of view to explore the constitutional movement and the Qing Dynasty.
