【摘要】：林權制度決定了森林資源培育、保護和利用效率以及收益分配。因此，建立合理的林業(yè)產(chǎn)權制度，實現(xiàn)林業(yè)經(jīng)濟效益、社會效益、生態(tài)效益，三大效益的有機統(tǒng)一，是發(fā)展現(xiàn)代林業(yè)的必然要求，也是關系我國經(jīng)濟社會可持續(xù)發(fā)展的重要課題。 江西是一個林業(yè)大省，建國后的林權調整給江西地方生態(tài)帶來了巨大變化。新中國社會主義建設時期，林權調整次數(shù)頻繁，林業(yè)產(chǎn)權極不穩(wěn)定，林權公有，致使江西森林資源受到嚴重破壞。與此同時，在當時的時代背景下，林業(yè)的經(jīng)濟效益被置于首要地位，人們生態(tài)意識薄弱，不太注重社會效益和生態(tài)效益，常常造成林地掠奪式經(jīng)營以及資源浪費，生態(tài)效益和社會效益根本無從談起。江西的生態(tài)環(huán)境受到巨大消極影響：老林區(qū)縮減，稀有動植物頻臨滅絕，，氣候異常，水土流失嚴重，沙化現(xiàn)象普遍，越來越影響到人們的正常社會經(jīng)濟生活。 本文通過梳理新中國開頭近30年的江西林權調整與地方生態(tài)變遷相關史實，深刻透視其間的互動和邏輯關系，總結經(jīng)驗和教訓，藉以給江西地方社會的可持續(xù)發(fā)展，以及理想生態(tài)家園的投建，提供了有益借鑒和重要啟示。
[Abstract]:Forest property right system determines forest resource cultivation, protection and utilization efficiency and income distribution. Therefore, the establishment of a reasonable forestry property right system can realize the organic unity of forestry economic benefit, social benefit, ecological benefit and three major benefits. It is an inevitable requirement for the development of modern forestry and an important subject related to the sustainable development of our country's economy and society. Jiangxi is a big forestry province, and the adjustment of forest rights has brought great changes to the local ecology of Jiangxi after the founding of the people's Republic of China. In the period of socialist construction in New China, the times of adjustment of forest rights are frequent, the forestry property rights are extremely unstable, and the forest rights are publicly owned. At the same time, under the background of the times, the economic benefits of forestry were placed in the first place, people's ecological consciousness was weak, and they did not pay much attention to social and ecological benefits. It often results in forestland predatory management and waste of resources, with no ecological and social benefits at all. The ecological environment of Jiangxi is greatly negatively affected: old forest areas are shrinking, rare animals and plants are on the verge of extinction, and the climate is abnormal. Soil erosion is serious and desertification is common, which affects people's normal social and economic life more and more. Through combing the historical facts of Jiangxi forest right adjustment and local ecological change in the beginning of 30 years in New China, this paper deeply analyzes the interaction and logical relationship between them, sums up the experience and lessons, so as to give the sustainable development of Jiangxi local society. As well as the ideal ecological home investment construction, has provided the beneficial reference and the important enlightenment.
