【摘要】：陜甘寧邊區(qū)前身是西北蘇維埃根據(jù)地,既是中央紅軍的落腳點(diǎn),又是抗日戰(zhàn)爭的出發(fā)點(diǎn)。中共中央在延安13年,領(lǐng)導(dǎo)了中國革命經(jīng)歷了抗日戰(zhàn)爭和解放戰(zhàn)爭兩個(gè)重要的階段,可見陜甘寧邊區(qū)在中國革命歷史上有著舉足輕重的地位。改革開放以來,對陜甘寧邊區(qū)的研究進(jìn)入了了一個(gè)高潮期,研究領(lǐng)域主要集中在政治、經(jīng)濟(jì)、軍事、文化、社會(huì)等領(lǐng)域,而且取得了一批豐碩的成果。 改革開放以來,陜甘寧邊區(qū)的經(jīng)濟(jì)發(fā)展一直是學(xué)界研究的重點(diǎn)領(lǐng)域,內(nèi)容涉及農(nóng)業(yè)、林業(yè)、水利、畜牧、工業(yè)、金融、財(cái)政、稅務(wù)、鹽業(yè)、礦業(yè)等各個(gè)方面。農(nóng)業(yè)作為中國社會(huì)的一個(gè)傳統(tǒng)產(chǎn)業(yè)始終在中國社會(huì)具有不可忽視的基礎(chǔ)性作用,隨著新世紀(jì)以來我國城鄉(xiāng)差距進(jìn)一步拉大,“三農(nóng)”問題成為重中之重,陜甘寧邊區(qū)的農(nóng)業(yè)政策與實(shí)踐始終是眾多學(xué)者關(guān)注的領(lǐng)域。原因如下：一是農(nóng)業(yè)的基礎(chǔ)性地位使然；二是試圖從歷史中為新時(shí)期解決“三農(nóng)”問題找到參考和依據(jù)。 陜甘寧邊區(qū)農(nóng)業(yè)政策與實(shí)踐研究主要從陜甘寧邊區(qū)的土地制度、農(nóng)業(yè)經(jīng)營方式和農(nóng)業(yè)生產(chǎn)政策三個(gè)方面進(jìn)行系統(tǒng)的分析與研究,依據(jù)馬克思主義的史學(xué)理論、中國傳統(tǒng)史學(xué)理論和當(dāng)代史學(xué)的發(fā)展理論,運(yùn)用文獻(xiàn)研究法和歷史分析法,深入探究陜甘寧邊區(qū)政府在局部嘗試推進(jìn)農(nóng)業(yè)生產(chǎn)方面的制度創(chuàng)新和實(shí)踐經(jīng)驗(yàn),為新中國農(nóng)業(yè)發(fā)展提供了較為成熟的歷史借鑒和參考。 隨著產(chǎn)業(yè)結(jié)構(gòu)的不斷調(diào)整和經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,農(nóng)業(yè)對當(dāng)今社會(huì)的貢獻(xiàn)率在國民生產(chǎn)總值的比重大大下降,但是當(dāng)代中國農(nóng)業(yè)的基礎(chǔ)性地位和戰(zhàn)略地位依然沒有改變,重視農(nóng)業(yè)歷史的研究,發(fā)展現(xiàn)代農(nóng)業(yè),其價(jià)值取向和思維路徑是一致的,因而依然是具有重要意義的。
[Abstract]:The Shensi-Kansu-Ningsia Border region, formerly known as the northwest Soviet base area, is not only the foothold of the Central Red Army but also the starting point of the Anti-Japanese War. In Yan'an for 13 years, the CPC Central Committee led the Chinese revolution in two important stages, the Anti-Japanese War and the War of Liberation. It can be seen that the Shensi-Kansu-Ningsia Border region has played an important role in the history of the Chinese revolution. Since the reform and opening up, the research on the Shensi-Kansu-Ningsia Border region has entered a period of high tide. The research fields mainly focus on politics, economy, military affairs and culture. Social and other fields, but also achieved a number of fruitful results. Since the reform and opening up, the economic development of the Shensi-Kansu-Ningsia Border region has been a key area of academic research, covering agriculture, forestry, water conservancy, animal husbandry, industry, finance, finance, taxation, salt industry, Agriculture, as a traditional industry in Chinese society, has always played a fundamental role in Chinese society. With the widening of the gap between urban and rural areas in China since the new century, the issue of "agriculture, rural areas and farmers" has become a top priority. The agricultural policy and practice in the Shensi-Kansu-Ningsia Border region has always been the focus of many scholars. The reasons are as follows: first, the basic position of agriculture; second, trying to find a reference and basis from history to solve the problem of "agriculture, rural areas and farmers" in the new period. The agricultural policy and practice in the Shensi-Kansu-Ningsia Border region are systematically analyzed and studied from three aspects: the land system, the agricultural management mode and the agricultural production policy, according to the historical theory of Marxism. The development theory of Chinese traditional historiography and contemporary historiography, using the method of literature research and historical analysis, probes deeply into the institutional innovation and practical experience of the government of Shensi-Kansu-Ningsia Border region in trying to promote agricultural production in part. For the new China's agricultural development to provide a more mature historical reference and reference. With the constant adjustment of the industrial structure and the transformation of the mode of economic development, the contribution rate of agriculture to the current society has been greatly reduced, but the basic and strategic position of contemporary Chinese agriculture has not changed. It is still of great significance to attach importance to the study of agricultural history and to develop modern agriculture.
