抗戰(zhàn)時(shí)期太行根椐地干部教育研究

【摘要】:2016年,黨中央提出了“兩學(xué)一做”,即在全體黨員中開(kāi)展“學(xué)黨章黨規(guī)、學(xué)系列講話,做合格黨員”的學(xué)習(xí)活動(dòng)。“兩學(xué)一做”的提出,再次將熱點(diǎn)聚焦到干部教育。追溯歷史,中國(guó)共產(chǎn)黨一直對(duì)干部教育尤為重視。1922年7月,中國(guó)共產(chǎn)黨在第二次全國(guó)代表大會(huì)制定的黨章中首次使用“干部”這一詞匯。中國(guó)共產(chǎn)黨干部教育是革命根據(jù)地這一特殊歷史時(shí)期的產(chǎn)物,其干部教育路線和干部教育培訓(xùn)體系形成的時(shí)間都在抗日戰(zhàn)爭(zhēng)時(shí)期,所以這一時(shí)期干部教育的研究極為重要。1937年8月洛川會(huì)議后,面對(duì)嚴(yán)峻的國(guó)際國(guó)內(nèi)形勢(shì),中國(guó)共產(chǎn)黨決定在敵后建立抗日根據(jù)地,開(kāi)展游擊戰(zhàn)爭(zhēng)。同年11月太原失守,國(guó)民黨在華北地區(qū)正面戰(zhàn)場(chǎng)上節(jié)節(jié)敗退,以共產(chǎn)黨為主體的游擊戰(zhàn)爭(zhēng)取代國(guó)民黨的正規(guī)戰(zhàn)而上升到主要地位。八路軍129師在中共中央的指導(dǎo)下,聯(lián)合山西犧盟會(huì)、山西青年抗敵決死隊(duì)等愛(ài)國(guó)組織,領(lǐng)導(dǎo)太行人民創(chuàng)建了太行革命根據(jù)地。太行根據(jù)地戰(zhàn)略地位重要,經(jīng)常遭到日本侵略軍的大規(guī)模掃蕩,開(kāi)展干部教育的形勢(shì)更為嚴(yán)峻。本文以抗戰(zhàn)時(shí)期太行根據(jù)地為研究區(qū)域,搜集大量資料,運(yùn)用史論結(jié)合、文獻(xiàn)分析等方法,立足于抗戰(zhàn)時(shí)期太行根據(jù)地干部狀況,對(duì)中國(guó)共產(chǎn)黨開(kāi)展的干部教育進(jìn)行了全面研究,力求詮釋當(dāng)時(shí)干部教育的內(nèi)容、方法和實(shí)踐,在此基礎(chǔ)上,探求這一時(shí)期干部教育的經(jīng)驗(yàn)與教訓(xùn),總結(jié)其對(duì)當(dāng)今干部教育的借鑒意義。圍繞主題研究,文章首先著眼于抗戰(zhàn)時(shí)期太行根據(jù)地這一區(qū)域干部教育開(kāi)展的歷史背景,從其重要的地理政治地位和抗戰(zhàn)時(shí)期當(dāng)?shù)馗刹看嬖跀?shù)量奇缺、成分復(fù)雜、思想混亂狀況的兩個(gè)方面闡述了太行根據(jù)地開(kāi)展干部教育的必要性。其次筆者論述了太行根據(jù)地干部教育開(kāi)展的內(nèi)容和方法:內(nèi)容包括提高理論素養(yǎng)、強(qiáng)化黨性教育、普及時(shí)事政策和提高文化水平和業(yè)務(wù)能力四個(gè)方面;方法則通過(guò)自習(xí)為主、討論為輔的學(xué)習(xí)方法和整風(fēng)運(yùn)動(dòng)兩個(gè)方面來(lái)進(jìn)行闡述。再次,筆者從干部訓(xùn)練班、干部學(xué)校、在職干部教育和外來(lái)干部教育三個(gè)方面來(lái)總結(jié)太行根據(jù)地干部教育的實(shí)踐。最后總結(jié)太行根據(jù)地干部教育的經(jīng)驗(yàn)和局限性,探索其對(duì)當(dāng)下干部教育的借鑒意義。作為中國(guó)共產(chǎn)黨工作的重要組成部分,干部教育關(guān)系到中國(guó)共產(chǎn)黨工作的順利進(jìn)行和社會(huì)主義事業(yè)的實(shí)現(xiàn)?箲(zhàn)時(shí)期,太行革命根據(jù)地響應(yīng)中共中央的號(hào)召,在極其艱辛的抗戰(zhàn)環(huán)境下,利用得天獨(dú)厚的地域優(yōu)勢(shì),結(jié)合地方特色,制定干部教育政策、完善教育理論,開(kāi)辦干部訓(xùn)練班和黨校,重視在職干部教育和外來(lái)干部的任用,開(kāi)展干部教育,積累了豐富的經(jīng)驗(yàn),為抗日戰(zhàn)爭(zhēng)的勝利和新中國(guó)的成立儲(chǔ)備了一大批優(yōu)秀的干部。論從史出,探求抗戰(zhàn)時(shí)期太行根據(jù)地干部教育的理論和實(shí)踐,對(duì)新形勢(shì)下的干部教育有借鑒意義。
[Abstract]:In 2016, the CPC Central Committee put forward the "two a", that is to carry out "learning in all Party members in the party constitution, learning series speech, and be a qualified party member" learning activities.
