建國初期上海私營企業(yè)年獎(jiǎng)制度改革研究-1949-1955年

【摘要】:解放前上海工商企業(yè)職工工資一般有兩部分:基本工資和變相工資;竟べY相對穩(wěn)定,變相工資則名目繁多,很不穩(wěn)定,尤其是解放前夕因物價(jià)飛漲,,變相工資占整個(gè)工資收入的比重也越來越大,甚至超過基本工資,其中對職工影響最大、最普遍的變相工資形式是年終獎(jiǎng)金或雙年終雙薪(以下統(tǒng)稱“年獎(jiǎng)”)。新中國在1953年至1956年對資本主義工商業(yè)進(jìn)行了全面的社會(huì)主義改造。而作為工資制度改革中涉及人員最廣,與廣大勞動(dòng)者、從業(yè)者切身利益最為密切的年獎(jiǎng)制度改革,則早在全面改造資本主義工商業(yè)前3年就開始醞釀、準(zhǔn)備和試行。本文以上海私營工商企業(yè)年獎(jiǎng)制度改革為研究主題,以1949年底——1955年底為時(shí)間界限,從一個(gè)側(cè)面反映建國初期上海私營工商企業(yè)職工工資收入變動(dòng)及上海資本主義工商業(yè)改造的歷史過程,進(jìn)而探討當(dāng)年年獎(jiǎng)制度改革中所采取的思想動(dòng)員、勞資協(xié)商、工會(huì)參與等方式方法的現(xiàn)實(shí)啟示意義。本文以時(shí)間為基本線索,詳盡地描述解放前上海工廠企業(yè)的工資制度、收入水平特別是年獎(jiǎng)制度產(chǎn)生和矛盾的暴露。著重闡述了年獎(jiǎng)制度改革實(shí)施過程中三個(gè)階段的遞進(jìn)和嬗變,即初期的醞釀試行階段,中間的積極推進(jìn)階段和最后的改革完成階段,并對各個(gè)階段政策的變化、具體實(shí)施的重點(diǎn)、難點(diǎn)及相應(yīng)推進(jìn)措施,以及改革的實(shí)際成效、經(jīng)驗(yàn)和啟示作了較詳細(xì)的梳理歸納。
[Abstract]:Before liberation, the wages of industrial and commercial workers in Shanghai generally had two parts: basic wages and disguised wages. The basic wages were relatively stable, while disguised wages were numerous and unstable, especially because of soaring prices on the eve of liberation. Disguised wages account for an increasingly large proportion of the total wage income, even exceeding basic wages, among which the workers are most affected. The most common form of disguised wage is a year-end bonus or a double year-end salary (hereinafter referred to as "the year Award"). New China carried out a comprehensive socialist transformation of capitalist industry and commerce between 1953 and 1956. As the most extensive reform of the wage system, The reform of the annual award system, which is most closely related to the interests of workers and practitioners, was brewing three years before the overall transformation of capitalist industry and commerce. Preparation and trial. This paper takes the reform of the annual award system of Shanghai private industry and commerce as the research topic, and takes the end of end of 1949 and the end of 1955 as the time limit. Reflecting from one side the historical process of wage income changes of private industrial and commercial workers in Shanghai and the transformation of Shanghai capitalist industry and commerce in the early years of the founding of the people's Republic of China, and then discussing the ideological mobilization and labor consultation adopted in the reform of the award system in those years. This paper, taking time as the basic clue, describes in detail the wage system of Shanghai factory enterprises before liberation. The income level, especially the emergence of the annual award system and the exposure of contradictions, are emphasized on the progressive and transmutation of the three stages in the process of the reform and implementation of the annual award system, that is, the initial stage of brewing and trial. The positive promotion stage and the final stage of reform are in the middle, and the changes of policies in each stage, the key points, difficulties and corresponding promotion measures of each stage, as well as the actual effect, experience and enlightenment of the reform are summarized in detail.
