【摘要】：1957~1965年河北省各城市存在著相當(dāng)數(shù)量的貧困群體。囿于當(dāng)時(shí)中國(guó)的經(jīng)濟(jì)發(fā)展水平,政府基本依據(jù)絕對(duì)貧困標(biāo)準(zhǔn)將孤老病殘等弱勢(shì)群體、多子女或因病不能勞動(dòng)的貧困者、精簡(jiǎn)職工及其家屬、四類分子及在押犯家屬等納入社會(huì)救助范圍。政府救助分為對(duì)無(wú)依無(wú)靠的孤老殘幼、精神病人等的院內(nèi)救助和對(duì)城市貧民、殘疾人等的院外救助。此時(shí)期政府對(duì)城市社會(huì)救助的管理,盡管曾發(fā)生過(guò)偏差,但總的趨向是更加規(guī)范和細(xì)化;社會(huì)救助政策的實(shí)施,基本保障了困難人群的生活,維護(hù)了社會(huì)的穩(wěn)定與和諧。社會(huì)救助的一些政策、措施在今天仍有啟示意義。
[Abstract]:From 1957 to 1965, there were quite a number of poor groups in the cities of Hebei Province. Limited by the level of economic development in China at that time, the government basically based on the absolute poverty standard, the weak groups, such as the elderly, the disabled, the many children or the poor who could not work because of illness. Streamlining workers and their families, four categories of elements and the families of prisoners, and so on, are included in the scope of social assistance. Government assistance is divided into social assistance for the helpless elderly and disabled, hospital assistance for the mentally ill, and for the urban poor. The administration of urban social assistance by the government in this period has been biased, but the general trend is more standardized and detailed. The implementation of the social assistance policy has basically guaranteed the life of the people in need. It maintains social stability and harmony. Some policies and measures of social assistance are still enlightening today.
