【摘要】：南下干部是中共在奪取全國政權(quán)前夕,為解決干部缺乏的問題,在北方老解放區(qū)抽調(diào)大量黨政干部南下,而產(chǎn)生的一個(gè)特別的干部群體。這批干部基數(shù)龐大,主要分布于中國南方的各大省份。1949年前后,南下干部對接管地區(qū)局勢的掌控,以及建國后政治和經(jīng)濟(jì)生活都有著非常重要和直接的影響。但南下干部的身世、背景卻略帶神秘色彩,不為一般人所熟悉。本項(xiàng)研究的目的在于,考察這些南下干部的經(jīng)歷、教育背景以及在接管中所扮演的角色等情況,以增加對南下干部了解。為了便于研究,本論文將考察對象縮小一個(gè)比較小的干部群體——上海市民政局的南下干部。并通過具體考察這些南下干部在局內(nèi)的職位分布、主要經(jīng)歷、教育背景、接管與工作情況以及在“三反”運(yùn)動中所扮演的角色等情況,為南下干部研究做一些基礎(chǔ)性工作。
[Abstract]:The southward cadres are a special group of cadres that the CPC, on the eve of seizing political power throughout the country, has produced in order to solve the problem of lack of cadres and to deploy a large number of party and government cadres to the south in the old liberated areas in the north. This group of cadres has a large base of cadres. Mainly distributed in the major provinces of southern China. Around 1949, the cadres from the south had a very important and direct impact on the situation in the takeover areas, as well as on political and economic life after the founding of the people's Republic of China. The purpose of this study is to examine the experience, educational background, and role played in the takeover of these southbound cadres. In order to increase the understanding of the cadres from the south, in order to facilitate the study, this paper will narrow down a relatively small group of cadres from the Shanghai Municipal Civil Affairs Bureau, and through the specific investigation of the post distribution of these cadres from the south, The main experience, educational background, take-over and work situation, and the role played in the "three evils" movement, do some basic work for the study of cadres in the south.
