【摘要】： 隨著中國(guó)近代資本主義的發(fā)展,在清政府的倡導(dǎo)下,商會(huì)逐漸在全國(guó)建立起來(lái),并迅速發(fā)展。各地商會(huì)作為本地資產(chǎn)階級(jí)的代表廣泛參與了經(jīng)濟(jì)、政治、文化等社會(huì)各個(gè)領(lǐng)域的活動(dòng),在近代歷史上打下了自己的烙印。本文通過(guò)對(duì)綏遠(yuǎn)地區(qū)商會(huì)組織發(fā)展的梳理,力圖勾勒出其大致輪廓,并在現(xiàn)有資料的基礎(chǔ)上對(duì)綏遠(yuǎn)地區(qū)商會(huì)的歷史沿革、組織發(fā)展、內(nèi)部結(jié)構(gòu)以及商會(huì)在政治、經(jīng)濟(jì)、社會(huì)公益活動(dòng)中的影響等方面進(jìn)行了分析。 第一,綏遠(yuǎn)地區(qū)商會(huì)建立背景。《商會(huì)法》的頒布、商業(yè)的發(fā)展、行社的建立為綏遠(yuǎn)商會(huì)的建立打下了基礎(chǔ)。 第二,綏遠(yuǎn)地區(qū)商會(huì)建立和發(fā)展。商業(yè)的發(fā)展情況不同,決定了商會(huì)成立時(shí)間也不一樣,建立商會(huì)的有歸綏、包頭、豐鎮(zhèn)、固陽(yáng)、武川等地區(qū),大多都經(jīng)歷了從行社到商會(huì)的發(fā)展過(guò)程。 第三,綏遠(yuǎn)地區(qū)商會(huì)的財(cái)務(wù)管理。商會(huì)的經(jīng)費(fèi)大都來(lái)源于商戶的繳納,隨著商業(yè)的發(fā)展,商會(huì)體制逐漸完善,支出也有明確的預(yù)算。 第四,綏遠(yuǎn)地區(qū)商會(huì)職能。近代綏遠(yuǎn)商會(huì)的職能涵蓋了經(jīng)濟(jì)、政治、公益等諸多方面,而其中尤以經(jīng)濟(jì)為重。綏遠(yuǎn)地區(qū)商會(huì)在成立后,參與了很多活動(dòng),目的都是推動(dòng)工商業(yè)的發(fā)展,保護(hù)市場(chǎng),但與此同時(shí)也有些不盡人意的地方,給經(jīng)濟(jì)和社會(huì)的發(fā)展帶來(lái)了極大的阻礙。 近代缺乏穩(wěn)定的環(huán)境來(lái)支持商會(huì)的發(fā)展,造成商會(huì)缺乏雄厚的經(jīng)濟(jì)實(shí)力,所以不論在政治上還是經(jīng)濟(jì)上,都顯得軟弱無(wú)力。但是,綏遠(yuǎn)商會(huì)的產(chǎn)生仍然是社會(huì)進(jìn)步的標(biāo)志,因?yàn)樗槕?yīng)了歷史進(jìn)步的潮流。
[Abstract]:With the development of capitalism in modern China, under the initiative of the Qing government, chambers of commerce were gradually established and developed rapidly throughout the country. As representatives of the local bourgeoisie, local chambers of commerce participated extensively in economy and politics. The activities in various fields of society, such as culture, have made their own mark in modern history. By combing the organization and development of the Suiyuan regional chamber of commerce, this paper tries to outline its outline. On the basis of the existing data, this paper analyzes the historical evolution, organizational development, internal structure and the influence of the Chamber of Commerce in the political, economic and social public welfare activities in Suiyuan. First, the background of the establishment of Suiyuan Chamber of Commerce. The promulgation of Chamber of Commerce Law, the development of commerce and the establishment of bank association laid a foundation for the establishment of Suiyuan Chamber of Commerce. Second, the establishment and development of chambers of commerce in Suiyuan. The different development of commerce determines that the time for the establishment of chambers of commerce is also different. There are areas such as Guisui, Baotou, Fengzhen, Guyang, and Wuchuan that have established chambers of commerce. Most of them have experienced the development process from the Bank Society to the Chamber of Commerce. Thirdly, the financial management of Suiyuan District Chamber of Commerce. Most of the funds of the Chamber of Commerce come from the payment of merchants. With the development of commerce, the system of the Chamber of Commerce is gradually improved, and the expenditure has a clear budget. In 4th, the function of Suiyuan Regional Chamber of Commerce. The function of Suiyuan Chamber of Commerce in modern times covered many aspects, such as economy, politics, public welfare and so on. The purpose is to promote the development of industry and commerce, to protect the market, but at the same time, there are some unsatisfactory places, which bring great obstacles to the development of economy and society. The lack of a stable environment to support the development of the Chamber of Commerce in modern times resulted in the lack of strong economic strength of the Chamber of Commerce, so it was weak in both political and economic terms. However, the emergence of Suiyuan Chamber of Commerce was still a sign of social progress. Because it conforms to the trend of historical progress.
