【摘要】：1927年3月24日,北伐軍攻占南京期間爆發(fā)了針對外國人的騷亂,禍及外僑生命和財產(chǎn),史稱"寧案"。事后國民政府與列強展開談判。法國要求國民政府懲兇、道歉和賠償,而國民政府則借機提出修訂中法不平等條約的要求。修約議題遂成雙方爭論的焦點。1927年4月至1928年10月,隨著國民政府推翻北洋政府逐漸統(tǒng)一全國,法方的態(tài)度經(jīng)歷了拒絕修約、有條件修約和無條件修約三個階段。中法寧案協(xié)議的起草和歷次修改,反映了法國政府的對華政策從北伐之初的中立觀望到逐步承認國民政府合法性的過程。國民黨派系斗爭、國民政府外交政策的變化、北伐軍事成功、中美中英寧案談判都直接影響了中法協(xié)議的內(nèi)容和談判進程,展現(xiàn)了北伐期間中外關系的復雜面向。
[Abstract]:In March 24th 1927, a riot against foreigners broke out during the Northern Expedition's capture of Nanjing, which brought disaster to the lives and property of foreigners, known as the "Ning case." afterwards, the National Government began negotiations with the foreign powers. France demanded that the National Government punish the criminals, apologize and compensate. On the other hand, the National Government took the opportunity to demand that the unequal treaties between China and France be amended. The issue of amending the treaty became the focus of the dispute between the two sides. From April 1927 to October 1928, as the National Government overthrew the Beiyang Government, it gradually unified the whole country. The attitude of the French side has gone through three stages: refusal to amend the treaty, conditional revision of the treaty and unconditional revision of the treaty. It reflects the French government's policy towards China from the neutral wait-and-see process at the beginning of the Northern Expedition to the gradual recognition of the legitimacy of the Nationalist Government. The KMT factional struggle, the change in the national government's foreign policy, and the military success of the Northern Expedition. The negotiation of the Sino-American Yingning case directly affects the content and negotiation process of the Sino-French agreement, and shows the complex aspect of Sino-foreign relations during the Northern Expedition.
