[Abstract]:After the end of the Japan-Russian war in 1905, Japan occupied Lushun and Dalian. In order to consolidate its ruling regime, it made it more effective to enable the executive orders to reach the local administrative organs in a timely and rapid manner. The Japanese authorities have invested a large amount of money to repair and expand Dalian traffic built on the basis of the original Czarist Russia. These measures include increasing road construction, developing new modes of transportation, building and operating railway transportation and Dalian maritime transportation, and so on. 1.
