【摘要】：民國(guó)初年,由于俄國(guó)與日本對(duì)我國(guó)東北地區(qū)的侵略,導(dǎo)致東北邊疆危機(jī)進(jìn)一步加劇。面對(duì)嚴(yán)重的邊患問(wèn)題,民國(guó)政府繼續(xù)實(shí)施清政府已經(jīng)推行的移民實(shí)邊政策。政府官員、墾植組織及報(bào)刊雜志等也紛紛就此問(wèn)題發(fā)表看法,強(qiáng)調(diào)東北邊疆危機(jī)的嚴(yán)重程度以闡釋實(shí)施移民實(shí)邊政策的必要性,呼吁加大政策的實(shí)施力度,并在一定程度上就政策實(shí)施過(guò)程中的具體問(wèn)題展開(kāi)討論,形成了關(guān)于東北移民實(shí)邊的輿論潮流,對(duì)于民初東北移民實(shí)邊政策的實(shí)施起到了推動(dòng)和促進(jìn)作用。
[Abstract]:In the early years of the Republic of China, because of the aggression of Russia and Japan on the northeast region of China, the crisis in the northeast border area was further aggravated and faced with the serious borderline problem. The government of the Republic of China continued to implement the immigration policy that the Qing government had implemented. Government officials, cultivation organizations, newspapers and magazines, and so on, also expressed their views on this issue one after another. This paper emphasizes the severity of the crisis in the northeast border area to explain the necessity of implementing the policy of immigration, and calls for the strengthening of the implementation of the policy and, to a certain extent, the discussion on the specific problems in the process of implementation of the policy. It formed the trend of public opinion on the real border of the Northeast emigrants, and played a role in promoting and promoting the implementation of the policy of the Northeast emigration at the beginning of the Republic of China.
