【摘要】：同業(yè)公會(huì)為濟(jì)南市工商界相同行業(yè)的工商戶(hù)所組成的團(tuán)體組織,它是隨著各行業(yè)工商業(yè)戶(hù)的增加逐步建立起來(lái)的。對(duì)近代濟(jì)南商人團(tuán)體組織的研究,學(xué)術(shù)界已經(jīng)從行會(huì)、商會(huì)入手,進(jìn)行過(guò)不同側(cè)面的研究,展現(xiàn)了近代濟(jì)南社會(huì)變遷的規(guī)律,但是,對(duì)于作為由傳統(tǒng)行會(huì)轉(zhuǎn)化來(lái)的同業(yè)公會(huì)的研究,卻顯得非常薄弱,尤其對(duì)濟(jì)南地區(qū)的同業(yè)公會(huì)研究、工業(yè)同會(huì)與資本主義發(fā)展之間關(guān)系的研究還很欠缺。從各工商同業(yè)公會(huì)的發(fā)展探尋濟(jì)南城市現(xiàn)代化遷的規(guī)律,無(wú)論對(duì)于近代化理論還是山東近代城市發(fā)展史的研究都具有重要的理論意義；同時(shí),對(duì)于厘清濟(jì)南商人組織的沿革及運(yùn)行機(jī)制有較高的學(xué)術(shù)價(jià)值；再次,有助于我們借鑒歷史經(jīng)驗(yàn),構(gòu)建起適應(yīng)時(shí)代發(fā)展需要的行業(yè)管理制度,這一點(diǎn)又具有了鮮明的現(xiàn)實(shí)作用。 大體來(lái)說(shuō),文章共分成下面七個(gè)部分： 第一,民國(guó)初期濟(jì)南概況,從經(jīng)濟(jì)、政治兩方面入手,重點(diǎn)介紹這一時(shí)期濟(jì)南工業(yè)與商業(yè)的發(fā)展概況,以及濟(jì)南歷史發(fā)展的政治背景,對(duì)這段時(shí)期的濟(jì)南,形成一個(gè)初步的認(rèn)識(shí)與了解。 第二,介紹濟(jì)南同業(yè)公會(huì)的概況,包括濟(jì)南同業(yè)公會(huì)的設(shè)立與發(fā)展,以及機(jī)構(gòu)本身的設(shè)置與運(yùn)作,對(duì)濟(jì)南同業(yè)公會(huì)組織形成一個(gè)全面的了解。 第三,同業(yè)公會(huì)不是一個(gè)獨(dú)立的個(gè)體,同業(yè)公會(huì)作為商會(huì)的基層組織,它的職責(zé)理應(yīng)是團(tuán)結(jié)不同行業(yè)、代表商家的利益,與政府進(jìn)行對(duì)話(huà),維護(hù)同業(yè)利益。這一部分,簡(jiǎn)要分析同業(yè)公會(huì)與政府之間的博弈,包括同業(yè)公會(huì)與政府的政治合作與經(jīng)濟(jì)參與,以及與政府的不合理行為作斗爭(zhēng)。 第四,濟(jì)南同業(yè)公會(huì)與工商業(yè)發(fā)展：濟(jì)南同業(yè)公會(huì)是對(duì)行會(huì)的繼承與發(fā)展,同時(shí)也是對(duì)舊有行會(huì)制度的揚(yáng)棄與完善,它維護(hù)業(yè)規(guī)、調(diào)解勞資糾紛、進(jìn)行同業(yè)調(diào)查、促進(jìn)同業(yè)生產(chǎn)與經(jīng)營(yíng)的發(fā)展發(fā)展、抵制外貨,推動(dòng)民國(guó)時(shí)期濟(jì)南工商業(yè)向健康有序方向發(fā)展。 第五,濟(jì)南同業(yè)公會(huì)與商會(huì)：描述濟(jì)南市同業(yè)公會(huì)與商會(huì)的內(nèi)在關(guān)系,看政府如何有意識(shí)地利用二者之間的矛盾關(guān)系,達(dá)到控制商人組織的目的。 第六,濟(jì)南同業(yè)公會(huì)與市民社會(huì)：從同業(yè)公會(huì)與政治運(yùn)動(dòng),以及同業(yè)公會(huì)與民生事業(yè)（城市公共事業(yè)和社會(huì)文化事業(yè)）兩方面,看濟(jì)南是否真正出現(xiàn)了西方資本主義國(guó)家式的市民社會(huì)。 第七,日偽時(shí)期濟(jì)南同業(yè)公會(huì)社會(huì)功能的衰弱：同業(yè)公會(huì)的社會(huì)功能主要是致力于維護(hù)同行業(yè)的利益,為本行業(yè)發(fā)展?fàn)I造有利的環(huán)境,上聯(lián)政府,下系企業(yè),但是無(wú)論其經(jīng)濟(jì)功能還是政治功能,都會(huì)因時(shí)間、環(huán)境的變化而變化。日偽時(shí)期,日偽政府對(duì)濟(jì)南工商業(yè)以及對(duì)同業(yè)公會(huì)控制與破壞,使得同業(yè)公會(huì)與工商企業(yè)關(guān)系弱化,導(dǎo)致了濟(jì)南同業(yè)公會(huì)社會(huì)功能的衰弱。
[Abstract]:The trade association is a group organization of the same industry and commerce in Jinan. It is gradually established with the increase of the industrial and commercial households of various industries. Academia has started from guilds, chambers of commerce, has carried out different aspects of research, showing the law of social change in modern Jinan, but, as a trade association transformed from the traditional guild research. However, it is very weak, especially to the study of the trade association in Jinan area. The research on the relationship between the industrial association and the development of capitalism is still lacking. From the development of the industrial and commercial association, the law of the city modernization in Jinan is explored. Both for the modern theory and Shandong modern urban development history of research have important theoretical significance; At the same time, it has higher academic value to clarify the evolution and operation mechanism of Jinan merchant organization. Thirdly, it is helpful for us to draw lessons from the historical experience and construct an industry management system adapted to the needs of the development of the times, which has a distinct practical role. In general, the article is divided into the following seven parts: First, the general situation of Jinan in the early period of the Republic of China, from the economic and political aspects, focusing on the development of Jinan industry and commerce in this period, as well as the political background of Jinan's historical development, this period of Jinan. Form a preliminary understanding and understanding. Secondly, it introduces the general situation of Jinan trade association, including the establishment and development of Jinan trade association, as well as the establishment and operation of the organization itself, and forms a comprehensive understanding of the organization of Jinan trade association. Thirdly, the trade association is not an independent individual. As a grass-roots organization of the Chamber of Commerce, the trade association should be responsible for uniting different trades, representing the interests of businessmen and engaging in dialogue with the Government. This part briefly analyzes the game between the trade association and the government, including the political cooperation and economic participation between the trade association and the government, and the struggle against the unreasonable behavior of the government. 4th, Jinan trade association and industrial and commercial development: Jinan trade association is the inheritance and development of the guild, but also to the old guild system of sublation and improvement, it maintains industry regulations, mediation labor disputes. Carrying out interbank investigation to promote the development of industry production and management, resist foreign goods, and promote the healthy and orderly development of Jinan industry and commerce in the period of the Republic of China. 5th, Jinan Trade Association and Chamber of Commerce: describes the internal relationship between Jinan Trade Association and Chamber of Commerce, and sees how the government consciously utilizes the contradictory relationship between the two to achieve the purpose of controlling the organization of businessmen. 6th, Jinan trade association and civil society: from the trade association and the political movement, as well as the trade association and the people's livelihood cause (urban public utilities and social and cultural undertakings) two aspects. See whether Jinan really appeared the western capitalist state-style civil society. 7th, the decline of the social function of Jinan trade association during the period of Japanese and puppet: the social function of the trade association is mainly devoted to the protection of the interests of the same industry, to create a favorable environment for the development of the industry, the upper government, the lower enterprises. But no matter its economic function or political function, it will change with the change of time and environment. During the period of Japanese puppet, the Japanese puppet government controlled and destroyed the industry and commerce of Jinan and the trade association. The weakening of the relationship between the trade association and the industrial and commercial enterprises leads to the weakening of the social function of Jinan trade association.
