【摘要】：沙河市位于河北省南部,隸屬于邢臺市,境內(nèi)分為山區(qū)、丘陵、平原三種地形,氣候條件優(yōu)越,是旱澇災(zāi)害的多發(fā)地。建國前,農(nóng)田水利基礎(chǔ)薄弱,無法抵御水旱災(zāi)害,人民靠天吃飯,經(jīng)濟貧困。建國后,沙河在“水利是農(nóng)業(yè)的命脈”號召下,積極興修水利,改變了落后貧窮的面貌。沙河縣1987年由縣改市,沙河的農(nóng)田水利建設(shè)大致經(jīng)歷個三個階段:中小型農(nóng)田水利工程建設(shè)階段(1949—1969)、大中型農(nóng)田水利工程建設(shè)階段(1969—1979)、農(nóng)田水利管理階段(1980—1990)。建國初期,百廢待興,恢復(fù)農(nóng)田水利建設(shè)是首要任務(wù)。經(jīng)過了三年的恢復(fù)發(fā)展,沙河在“三主”方針指引下,開始修建中小型水利工程,為沙河的農(nóng)田水利發(fā)展奠定了基礎(chǔ)。經(jīng)過了恢復(fù)和奠基階段,沙河的農(nóng)田水利發(fā)展進入快速發(fā)展的階段,開始興修大中型農(nóng)田水利工程,發(fā)展萬畝灌區(qū),進行機井建設(shè)運動,形成了沙河農(nóng)田水利的基本格局。1978年,改革開放,落實生產(chǎn)責任制,沙河農(nóng)田水利建設(shè)進入農(nóng)田水利管理的階段,全面落實生產(chǎn)責任制,改變重建輕管的問題,完善管理體制,提高水利工程利用率,頒布管理條例,將水利建設(shè)推入法制化階段,農(nóng)田水利建設(shè)趨于完善。沙河農(nóng)田水利經(jīng)過三個階段的發(fā)展,改變了舊沙河貧窮的面貌,取得了顯著的成就,同時也遇到了一些挫折,留下深刻教訓(xùn),沙河農(nóng)田水利曲折的發(fā)展歷程是新中國農(nóng)田水利發(fā)展的一個縮影。透過曲折的發(fā)展歷程總結(jié)出樹立正確的水利方針,科學(xué)治水、尊重規(guī)律,因地制宜、從實際出發(fā),講求效益等一系列水利建設(shè)經(jīng)驗教訓(xùn),以期能為沙河乃至中國的農(nóng)田水利建設(shè)的發(fā)展提供一些借鑒。
[Abstract]:Shahe City is located in the south of Hebei Province, under the Xingtai City, the territory is divided into mountainous, hilly, plain three kinds of topography, climate conditions are superior, is the frequent drought and flood disaster. Before the founding of the foundation of irrigation and water conservancy is weak. Unable to resist flood and drought disasters, the people depend on the sky to eat and the economy is poor. After the founding of the people's Republic of China, Shahe actively built water conservancy projects under the call that "water conservancy is the lifeblood of agriculture". Shahe County was changed from county to city in 1987, and the construction of irrigation and water conservancy in Shahe County has experienced three stages: the construction stage of small and medium-sized irrigation and water conservancy project is 1949-1969). The construction stage of large and medium-sized irrigation and water conservancy projects is 1969-1979, and the management stage of farmland water conservancy is 1980-1990. In the early days of the founding of the people's Republic of China, there are many wastes waiting for prosperity. After three years of recovery and development, Shahe began to build small and medium-sized water conservancy projects under the guidance of the "three owners" policy. It has laid the foundation for the development of irrigation and water conservancy of Shahe. After the stage of restoration and foundation building, the development of irrigation and water conservancy of Shahe has entered the stage of rapid development, and it has begun to build large and medium-sized farmland water conservancy projects and develop ten thousand mu irrigation areas. In 1978, reform and opening up, the implementation of the production responsibility system, Shahe irrigation and water conservancy construction entered the stage of farmland water conservancy management. We should fully implement the production responsibility system, change the problem of rebuilding light pipes, improve the management system, improve the utilization ratio of water conservancy projects, promulgate management regulations, and push water conservancy construction into the stage of legalization. The construction of farmland and water conservancy tends to be perfect. After three stages of development, Shahe irrigation and water conservancy has changed the poor face of the old Shahe, made remarkable achievements, and at the same time encountered some setbacks, leaving a profound lesson. The tortuous development course of irrigation and water conservancy in Shahe is a microcosm of the development of farmland and water conservancy in New China. Through the tortuous course of development, it sums up the establishment of a correct water conservancy policy, scientifically manages the water, respects the law, and measures according to local conditions. From the practical point of view, a series of experiences and lessons of water conservancy construction, such as seeking for benefit, can be used for reference for the development of irrigation and water conservancy construction in Shahe River and even in China.
