【摘要】：防化體系建設(shè)包括建立防化科研機(jī)構(gòu)、防化兵工體系、防化兵部隊(duì),以及展開反化學(xué)戰(zhàn)外交工作。本文針對(duì)國(guó)民政府防化裝備的生產(chǎn)情況、中外專家在防化武器研發(fā)中的作用、中外軍事化學(xué)技術(shù)交流、軍隊(duì)防化體系的構(gòu)建等進(jìn)行了分析和闡述。用詳細(xì)的史料對(duì)國(guó)民政府防化體系建設(shè)進(jìn)行了較為系統(tǒng)的研究,再現(xiàn)了這一時(shí)期國(guó)民政府防化體系的基本概況。通過該課題的研究對(duì)國(guó)民政府防化體系建設(shè)的實(shí)踐活動(dòng),作出了客觀評(píng)價(jià),在肯定其所取得成就、所作出貢獻(xiàn)的同時(shí),也指出了該體系存在的一些局限性。 本文由前言、正文和結(jié)語三部分組成。 前言主要指出本文的研究目的和意義,介紹了國(guó)內(nèi)外史學(xué)界關(guān)于國(guó)民政府防化體系建設(shè)的研究現(xiàn)狀,同時(shí)敘述了本文的史料運(yùn)用和主要研究方法。 本文分為五個(gè)部分對(duì)國(guó)民政府防化體系建設(shè)進(jìn)行論述： 第一部分主要介紹國(guó)民政府構(gòu)建防化體系的歷史背景,包括日本竭力開展化學(xué)毒劑的研究、生產(chǎn)、制式化,以及國(guó)民政府自成立起動(dòng)蕩不安的政局和對(duì)化學(xué)戰(zhàn)極其膚淺的認(rèn)識(shí)和理解。 第二部分對(duì)國(guó)民政府防化體系構(gòu)建的技術(shù)來源做了分析,其中包括德國(guó)軍事化學(xué)技術(shù)的引進(jìn)、德國(guó)軍事化學(xué)顧問的聘請(qǐng)和國(guó)內(nèi)化學(xué)界對(duì)國(guó)防化學(xué)研究的態(tài)度。 第三部分首先對(duì)國(guó)民政府防化科研機(jī)構(gòu)發(fā)展歷程做了概述,并對(duì)其在戰(zhàn)時(shí)所起到的作用進(jìn)行了論述。其次,該部分對(duì)國(guó)民政府軍事化學(xué)工業(yè)的發(fā)展進(jìn)行了闡述,并對(duì)其技術(shù)來源、人才結(jié)構(gòu)進(jìn)行了考察。最后,該部分對(duì)國(guó)民政府防化軍事教育的發(fā)展進(jìn)行了介紹,并對(duì)其所達(dá)到的層次做了評(píng)述。 第四部分主要論述國(guó)民政府軍隊(duì)防化體系在戰(zhàn)時(shí)所起到的作用,并對(duì)其優(yōu)缺點(diǎn)進(jìn)行論證,對(duì)防化體系在戰(zhàn)時(shí)的作用展開分析,另外對(duì)防化軍品的生產(chǎn)情況以及反化學(xué)戰(zhàn)作戰(zhàn)能力的不足之處進(jìn)行研究。 第五部分對(duì)國(guó)民政府防化體系的建設(shè)實(shí)踐活動(dòng)做了客觀的評(píng)價(jià),對(duì)其歷史作用和局限性做了總結(jié)。 結(jié)語部分是在綜合前面所述的基礎(chǔ)上,概括了國(guó)民政府防化體系建設(shè)的過程,并對(duì)其歷史作用進(jìn)行了客觀的評(píng)價(jià)。
[Abstract]:The construction of chemical defense system includes the establishment of chemical research institutions, chemical defense military system, chemical defense troops, as well as the development of anti-chemical warfare diplomacy. This paper aims at the production of chemical defense equipment of the national government. The role of Chinese and foreign experts in the research and development of chemical weapons and the exchange of military chemistry and technology between China and foreign countries. The construction of the military chemical defense system is analyzed and expounded. The construction of the national government chemical prevention system is systematically studied with the detailed historical data. It reappears the basic situation of the chemical prevention system of the national government in this period. Through the research of this subject, it makes an objective evaluation on the practical activities of the construction of the chemical prevention system of the national government, and affirms its achievements. At the same time, some limitations of the system are pointed out. This paper consists of three parts: preface, text and conclusion. The preface mainly points out the research purpose and significance of this paper, introduces the present situation of the research on the construction of the chemical defense system of the national government in the field of history at home and abroad, and also describes the application of the historical data and the main research methods of this article. This paper is divided into five parts to discuss the construction of national government chemical prevention system: The first part mainly introduces the historical background of the National Government to build a chemical prevention system, including Japan's efforts to carry out chemical agent research, production, standardization. And the National Government since the establishment of a volatile political situation and chemical warfare extremely superficial understanding and understanding. The second part analyzes the technical sources of the construction of the national government chemical prevention system, including the introduction of German military chemical technology. The engagement of German military chemistry consultants and the attitude of the domestic chemical community to the study of defence chemistry. The third part firstly summarizes the development course of the national government chemical research institutions and discusses its role in the wartime. Secondly. This part describes the development of the national government's military chemical industry, and its technical sources, talent structure are investigated. Finally, this part of the national government on the development of the development of the military education on chemical prevention has been introduced. The level reached by it is also reviewed. Part 4th mainly discusses the role of the national government military chemical defense system in wartime, and demonstrates its advantages and disadvantages, and analyzes the role of the anti-chemical system in wartime. In addition, the production of chemical defense products and the shortcomings of anti-chemical warfare capability are studied. In the 5th part, the author makes an objective evaluation on the construction practice of the chemical prevention system of the national government, and summarizes its historical function and limitation. The conclusion part summarizes the construction process of the national government's chemical prevention system on the basis of synthesizing the above mentioned, and carries on the objective appraisal to its historical function.
