【摘要】:中東鐵路是沙俄根據(jù)《中俄密約》和《旅大租地條約》在中國東北修筑的一條“丁”字形鐵路。中東鐵路是沙俄控制中國東北、爭霸遠東的重要工具。日俄戰(zhàn)爭后,沙俄將中東鐵路支線長春至旅大轉(zhuǎn)“讓給”日本(簡稱“南滿鐵路”)。十月革命勝利后,中蘇關(guān)于中東鐵路的歸屬問題進行了長期反復(fù)的交涉。中蘇關(guān)于中東鐵路這一重大歷史遺留問題的交涉,,不僅是中國東北地方史、中國近現(xiàn)代史研究的內(nèi)容,也是中蘇關(guān)系史以及遠東國際關(guān)系史研究的重要內(nèi)容。本文依據(jù)蘇聯(lián)解體后公布的檔案資料,對1917至1924中蘇關(guān)于中東鐵路早期交涉的八年歷史進行了全面系統(tǒng)的梳理和研究;客觀分析了蘇俄以及蘇聯(lián)政府在中東鐵路問題上的戰(zhàn)略思想和策略方針的發(fā)展變化過程;闡明了蘇俄政府為了維護沙俄在華的既得利益,放棄“無償歸還”的承諾,主張中蘇合辦中東鐵路,表現(xiàn)出極大的民族利己主義;客觀評價了北京政府為收回鐵路主權(quán)所作的不懈努力和斗爭,對北京政府在維護國家主權(quán)方面所表現(xiàn)的愛國主義精神給予充分肯定。
[Abstract]:The Middle East Railway is a "D" type railway built by Russia in northeast China in accordance with the Sino-Russian Treaty of Secret Treaty and the Treaty of Great Rental Land. The Middle East Railway is controlled by Czarist Russia in the northeast of China. After the war between Japan and Russia, Russia "ceded" to Japan ("Nanman Railway") after the victory of the October Revolution. The Sino-Soviet negotiations on the ownership of the Middle East Railway have been made repeatedly for a long time, and the negotiations between China and the Soviet Union on the major historical issue left over by the Middle East Railway are not only the contents of the local history of Northeast China, but also the study of the modern history of China. It is also an important content in the history of Sino-Soviet relations and the history of international relations in the far East. This article is based on the archival materials published after the disintegration of the Soviet Union. From 1917 to 1924, the eight-year history of the early Middle East railway negotiations between China and the Soviet Union was systematically combed and studied. Objective analysis of Soviet Russia and the Soviet Union on the issue of the Middle East railway strategic thinking and strategic policy development process; In order to safeguard the vested interests of Czarist Russia in China, the Soviet government gave up the promise of "free return", and advocated the Sino-Soviet cooperation in the Middle East railway, showing great national egoism. The paper objectively evaluates the unremitting efforts and struggles made by the Beijing government to recover the railway sovereignty, and fully affirms the patriotism shown by the Beijing government in safeguarding national sovereignty.
