兩漢荊州官吏與地方治理研究

【摘要】： 本文以兩漢歷任荊州地方官吏以及荊州地方治理做為研究對象，共分五個部分：第一部分簡述兩漢時(shí)期地方官吏的設(shè)置情況。第二部分通過對正史及考古資料的收集整理分析了兩漢歷任荊州官吏的籍貫分布、任職情況和任職時(shí)間。第三部分是在前一部分分析的基礎(chǔ)上，討論兩漢荊州地方官吏的選拔任用特點(diǎn)，主要表現(xiàn)在：(一)荊州刺史皆由外籍人士出任；(二)荊州郡級的官吏，，主要是中原文化發(fā)達(dá)地區(qū)人士；(三)縣的治理則主要依靠中原文化發(fā)達(dá)地區(qū)和荊州本土籍人士；(四)荊州籍人士出任本地區(qū)官吏的人數(shù)逐漸增多；(五)少數(shù)民族聚居地區(qū)主要依靠荊州籍人士或少數(shù)民族首領(lǐng)進(jìn)行控制駕馭；(六)出任荊州地方官吏的本土籍人士在地域分布上有很大差別；(七)部分荊州本土籍官吏來自當(dāng)?shù)卮笮眨?八)荊州州、郡、縣之屬吏大都是本土籍人士。第四部分從設(shè)置刺史以督察地方郡縣官吏，維護(hù)中央王朝對荊州地區(qū)的統(tǒng)治，協(xié)調(diào)各民族關(guān)系以及荊州地區(qū)的政治、經(jīng)濟(jì)、文化發(fā)展不平衡等方面，分析了荊州地方官吏任用政策的形成原因。最后一部分論述了兩漢荊州地方官吏與荊州地區(qū)的治理，從政治、經(jīng)濟(jì)、文化、風(fēng)俗以及民族關(guān)系等方面分析了荊州地方官吏對地方治理的重要推動作用及其中存在的問題。
[Abstract]:This paper takes Jingzhou local officials and Jingzhou local governance as the research object in the Han Dynasty, which is divided into five parts: the first part briefly describes the establishment of local officials in the Han Dynasty. In the second part, through the collection of historical and archaeological data, the author analyzes the distribution, position and time of the successive Jingzhou officials in the Han Dynasty. The third part is on the basis of the analysis of the first part, discusses the characteristics of the selection and appointment of local officials in Jingzhou in the Han Dynasty, mainly manifested in: (1) the history of Jingzhou assassination is filled by foreigners; (2) the officials at the Jingzhou county level are mainly people from the developed areas of the Central Plains culture; (3) the governance of the counties mainly depends on the developed areas of the Central Plains culture and the native people of Jingzhou; (4) the number of officials of Jingzhou (5) the areas inhabited by ethnic minorities mainly rely on Jingzhou nationality or minority leaders for control and control. (6) there are great differences in the regional distribution of native people who are local officials in Jingzhou. (7) some of Jingzhou's native officials come from local surnames; (8) Jingzhou prefectures, counties and counties are mostly native officials. The fourth part is from the aspects of setting up the history of assassination to supervise the officials of local counties and counties, maintaining the rule of the central dynasty over Jingzhou area, coordinating the relations of various ethnic groups and the imbalance of political, economic and cultural development in Jingzhou area. This paper analyzes the reasons for the formation of the policy of appointment of local officials in Jingzhou. The last part discusses the governance of Jingzhou local officials and Jingzhou area in the Han Dynasty, and analyzes the important promoting role of Jingzhou local officials to local governance and the existing problems from the aspects of politics, economy, culture, customs and ethnic relations.
