宋代御史六察制度淺析

【摘要】： 宋代的監(jiān)察制度在中國古代監(jiān)察史中占有承上啟下的地位,其重要的標(biāo)志是發(fā)展了唐朝以來的監(jiān)察御史制度,在御史臺設(shè)立六察司,督察三省、六部和樞密院,使中央監(jiān)察體制更為嚴(yán)密,擴(kuò)大御史監(jiān)察范圍、精簡人數(shù)、擴(kuò)大監(jiān)察職能,對提高行政效率、整頓吏治均取得了重要作用。本文所論述的六察制度,是從以下幾個方面去著手的: 一、本文首先分析六察制度的由來以及在宋朝的發(fā)展演變,作為宋代的中央監(jiān)察的重要組成部分,其制度運行情況非常重要,本文論述了六察官員職能的發(fā)展和監(jiān)察對象、范圍的擴(kuò)大,對六察法規(guī)以及對六察官員的監(jiān)督也附帶作簡要說明。。 二、六察制度在宋朝后期已經(jīng)接近衰亡,元、明、清三朝受宋朝六察制度沉浮的啟發(fā),去其糟粕,吸收和保留其精華部分,發(fā)展了自己的監(jiān)察制度。 三、六察制度對我國當(dāng)前的行政監(jiān)察制度有重要意義。如:監(jiān)察機(jī)構(gòu)的獨立性、監(jiān)察官員選任制度、監(jiān)察法規(guī)的完善等等方面,對于進(jìn)一步改善和加強(qiáng)我們現(xiàn)今的監(jiān)察制度具有重要意義。
[Abstract]:The supervisory system of the Song Dynasty played an important role in the history of supervision in ancient China. Its important symbol was the development of the system of supervision of the imperial history since the Tang Dynasty, with the establishment of six inspection departments, three provinces of inspectors, six departments and the Privy Council in the imperial historical platform. To make the central supervision system more rigorous, expand the scope of supervision of the imperial history, streamline the number of people, expand the supervision function, to improve the administrative efficiency, rectification of officials have made an important role. The six-inspection system discussed in this paper starts from the following aspects: first, this paper analyzes the origin and development of the six-inspection system in the Song Dynasty, which is an important part of the central supervision in the Song Dynasty. The operation of the system is very important. This paper discusses the development of the functions of the six inspection officers and the object of supervision, the expansion of the scope, and the brief explanation of the six inspection laws and regulations and the supervision of the six inspection officials. Second, in the later period of the Song Dynasty, the six-check system was close to decline, Yuan, Ming, and Qing dynasties, inspired by the ups and downs of the six-check system in the Song Dynasty, removed its dross, absorbed and retained its essence, and developed its own supervision system. Third, six inspection system to our country current administrative supervision system has the important significance. For example, the independence of supervisory organizations, the selection and appointment system of supervisory officials, the perfection of supervisory regulations and so on, are of great significance for further improvement and strengthening of our present supervisory system.
