【摘要】：清代漕運(yùn)制度的設(shè)計(jì)出于明確的"以漕辦漕"的政策思想,即國家不僅向糧戶征收正耗二米,還要征收辦漕經(jīng)費(fèi)漕項(xiàng)。漕項(xiàng)一詞,清代政書中多見操作層面的就事論事的解釋,鮮有統(tǒng)一的制度性的規(guī)范表述;以往清代漕運(yùn)史或賦役制度史的研究,對(duì)漕項(xiàng)或有涉及,但多語焉不詳,且有歧義。本文擬厘清漕項(xiàng)這一清代漕運(yùn)重要概念的內(nèi)涵,并對(duì)其構(gòu)成、數(shù)額、征解、考成及其演變逐一做出考釋,以期更準(zhǔn)確地認(rèn)識(shí)清代漕運(yùn)經(jīng)費(fèi)的來源和使用,推進(jìn)對(duì)相關(guān)問題的深入探討。
[Abstract]:The design of the water transportation system in the Qing Dynasty was based on the clear policy of "running the canal by running the grain", that is, the state not only collected two meters from the grain households, but also collected the funds for the running of the caucuses. The term Cao-Xiang is often seen in the administrative books of the Qing Dynasty, and there are few unified institutional normative expressions. The previous studies on the history of water transportation or the system of tax service in the Qing Dynasty may involve Cao-Xiang, but they are ambiguous and ambiguous. This paper intends to clarify the connotation of the important concept of water transportation in the Qing Dynasty, and to explain its composition, amount, interpretation, examination and evolution one by one, in order to understand more accurately the source and use of the funds for water transportation in the Qing Dynasty. To promote the in-depth discussion of related issues.
