【摘要】：以太湖平原為中心的江南,土地珍稀而水域遼闊。在明清時(shí)期由于自然演化與人工改造的加劇,一方面使鄉(xiāng)村地方不斷出現(xiàn)新的坍漲,影響了地方民生與政府課稅,另一方面是城鄉(xiāng)士民為獲私利不斷占?jí)ㄟ@些水土資源,造成了勢(shì)豪與百姓、官府與民間、朝廷與地方之間的各種利益沖突與矛盾。為應(yīng)對(duì)這種緊張關(guān)系,并盡力保持對(duì)于江南河湖水利的常年維護(hù),州縣行政中的很多工作就為此展開,也是對(duì)坍漲問(wèn)題予以動(dòng)態(tài)關(guān)注的重要表現(xiàn)。
[Abstract]:Taihu plain as the center of the Jiangnan, rare land and vast waters. During the Ming and Qing dynasties, due to the aggravation of natural evolution and artificial transformation, on the one hand, new collapses occurred in rural areas, which affected local people's livelihood and government taxation; on the other hand, urban and rural people occupied and cultivated these soil and water resources for personal gain. It caused various conflicts of interest between power and the people, between the government and the people, between the imperial court and the local government. In order to deal with this kind of tension and try to maintain the perennial maintenance of river and lake water conservancy in the south of the Yangtze River, a lot of work in state and county administration has been carried out, which is also an important manifestation of dynamic attention to the problem of collapse.
