【摘要】：宋朝統(tǒng)治者在平息以民變?yōu)橹鞯?內(nèi)患"時(shí),雖然也剿、撫并用,但與前代相比,卻更多地采取以招安為主的非軍事對(duì)抗性策略。這種策略在平定王小波、李順起義,宋江起義,鐘相、楊幺起義的過程中都有充分表現(xiàn)。宋朝政府對(duì)民變采取這一較為和平的策略,理由有三:一是軍事力量不足,州郡兵力尤為空虛,經(jīng)常是不得已而為之;二是宋代士大夫深受"仁政"思想影響,對(duì)部分民變懷有一定的同情,容易傾向于用和平手段平息;三是用武力鎮(zhèn)壓民變成本太高,并有嚴(yán)重后遺癥。對(duì)民變采取非軍事對(duì)抗性策略,有利于宋朝社會(huì)的穩(wěn)定和減少對(duì)社會(huì)經(jīng)濟(jì)、文化的破壞,具有一定積極意義。但是,以此策略平息民變并非都能奏效,也不能從根本上解決業(yè)已存在的社會(huì)矛盾。
[Abstract]:The rulers of the Song Dynasty, although they also suppressed, stroked and combined the "internal troubles", which were mainly the people's revolt, adopted more non-military confrontational strategies, which were mainly based on recruitment and security, compared with those of the previous generation.This strategy has been fully demonstrated in the process of pacifying Wang Xiaobo, Li Shun uprising, Song Jiang uprising, Zhong Xiang and Yang Yi uprisings.There were three reasons for the Song Dynasty government to adopt this more peaceful strategy towards the people's rebellion: first, the military force was insufficient, the state and county troops were particularly empty, and often they had to do it; the second was that the Song Dynasty literati and officials were deeply influenced by the idea of "benevolent government".The third is that it is too expensive to suppress it by force and has serious sequelae.It is beneficial to the stability of the society and the reduction of the destruction of social economy and culture to adopt the strategy of non-military antagonism against the people's revolt, which is of certain positive significance.However, this strategy does not always work, nor can it fundamentally resolve existing social conflicts.
