【摘要】：傳統(tǒng)中國社會(huì),“治安”一詞,含義深刻,內(nèi)容廣泛�，F(xiàn)代學(xué)者對(duì)其眾說紛紜,莫衷一是。而對(duì)于現(xiàn)代“治安”一詞的理解,學(xué)術(shù)界也是存在分歧。筆者在此基礎(chǔ)上界定了本文的治安含義。 都城作為一個(gè)王朝的核心區(qū)域,不僅反映出一個(gè)時(shí)代社會(huì)面貌的縮影,而且又是各項(xiàng)制度運(yùn)作的舞臺(tái)。北宋時(shí)期,由于經(jīng)濟(jì)的發(fā)展,東京以商業(yè)為特色的性質(zhì)日趨明顯,而且兼有工商、消費(fèi)、娛樂等多方功能。原有的城市布局,已經(jīng)不能適應(yīng)社會(huì)經(jīng)濟(jì)的發(fā)展,加之東京城郊日漸興盛,明顯的城區(qū)界線被打破。同時(shí),東京人口不斷增加,居民結(jié)構(gòu)日益復(fù)雜,人口流動(dòng)頻繁,貧富階層分化加劇。這些都給東京治安帶來新的問題。特別是里坊制崩潰,城市職能轉(zhuǎn)變,社會(huì)秩序動(dòng)蕩,加速了東京治安問題的凸顯。 北宋統(tǒng)治者在治理國家的過程中,逐步發(fā)展和完善了治安機(jī)構(gòu)。其目的在于加強(qiáng)王朝統(tǒng)治,維護(hù)君主專制主義中央集權(quán)。為此,鞏固國家政權(quán)的治安防范成為王朝最大的治安�；食侵伟簿S護(hù)和東京城防,無不體現(xiàn)了這一點(diǎn)。而且對(duì)于東京農(nóng)民和東京駐軍,也采取相應(yīng)的治安防范措施。東京地域廣大,作者從治安空間的視角,著重討論了東京里城、外城、郊區(qū)、轄縣、以及基層鄉(xiāng)村的治安空間維護(hù)。另外,北宋政府從維護(hù)自身統(tǒng)治需要出發(fā),在保障東京社會(huì)秩序穩(wěn)定的前提下,采取了一系列治安管理舉措。諸如鎮(zhèn)壓和懲治反抗專制皇權(quán)的犯罪,進(jìn)行社會(huì)公共秩序管理,加大經(jīng)濟(jì)秩序方面管理,加強(qiáng)東京人口和戶籍管理,強(qiáng)化防火管理,以及生活環(huán)境管理等。 總之,本文以北宋東京具體的時(shí)空為依托,考察其治安的諸多側(cè)面,探討其治安過程中形成的治安特點(diǎn)、制約因素及其影響。
[Abstract]:In traditional Chinese society, the word "public security" has profound meaning and extensive content.Modern scholars have different opinions on it.However, there are differences in the understanding of the word "public security" in academic circles.On this basis, the author defines the meaning of public security.As the core region of a dynasty, the capital not only reflects the microcosm of the social outlook of an era, but also serves as the stage for the operation of various systems.During the Northern Song Dynasty, due to the development of economy, the characteristic of commerce in Tokyo became more and more obvious, and it had many functions, such as industry and commerce, consumption, entertainment and so on.The original urban layout has been unable to adapt to the social and economic development, in addition to the growing prosperity of the suburbs of Tokyo, the obvious urban boundaries have been broken.At the same time, the population of Tokyo is increasing, the structure of residents is becoming more and more complicated, the population mobility is frequent, and the division between the rich and the poor is increasing.All this has brought new problems to Tokyo's public order.In particular, the collapse of the Rifang system, the transformation of urban functions, and social order instability accelerated the public security problems in Tokyo.In the process of governing the country, the rulers of the Northern Song Dynasty gradually developed and perfected the public security institutions.Its purpose is to strengthen dynastic rule and maintain the centralism of monarchy.To this end, the consolidation of the security of state power to become the dynasty's largest public security.The imperial city public order maintenance and the capital city defends, all has manifested this point.And for Tokyo farmers and Tokyo garrison, also take corresponding security precautions.From the perspective of public security space, the author discusses the maintenance of public security space in Tokyo, outer city, suburbs, prefectures and villages.In addition, the Northern Song Dynasty government took a series of public security management measures in order to safeguard the social order and stability of Tokyo.Such as repressing and punishing crimes against autocratic imperial power, carrying out social and public order management, strengthening economic order management, strengthening Tokyo population and household registration management, strengthening fire prevention management, and living environment management and so on.In a word, based on the concrete time and space of Tokyo in the Northern Song Dynasty, this paper investigates its many aspects of public order, and probes into the security characteristics, restrictive factors and its influence in the process of its public security.
