【摘要】："一帶一路"倡議的核心內(nèi)容是通路、通航、通商,而通路、通航、通商的前提是互聯(lián)互通。國務(wù)院出臺的"信息互換、監(jiān)管互認、執(zhí)法互助"的"三互"改革方案,計劃到2020年實現(xiàn)跨部門、跨區(qū)域的內(nèi)陸沿海沿邊大通關(guān)協(xié)作�？诎陡鞑块T互聯(lián)互通是"大通關(guān)"的重要組成部分。以整體性治理理論為指導(dǎo),從單一窗口的建設(shè),到理順口岸安全聯(lián)合工作會議等口岸各部門合作體制,再到"聯(lián)合查驗、一次放行、檢驗檢疫一體化"等完善口岸各部門機制的措施,推進口岸各部門的互聯(lián)互通,目的是簡化報關(guān)程序,加快通關(guān)速度,保障通關(guān)安全。
[Abstract]:The core content of Belt and Road's initiative is access, navigation, trade, and the premise of access, navigation and trade is interconnection. The State Council's "three mutual" reform program, "Information Exchange, Regulation and Mutual recognition, and Mutual Law Enforcement," plans to achieve cross-departmental and cross-regional cooperation along the inland coastal border by 2020. The interconnection of port departments is an important part of "big customs clearance". Guided by the theory of holistic governance, from the construction of a single window to the straightening out of the cooperation system of various port departments such as the joint work conference on port security, to "joint inspection, one release," Inspection and quarantine integration "and other measures to improve the mechanism of port departments, to promote the port departments of interconnection, the purpose is to simplify the customs declaration procedures, speed up customs clearance, and ensure customs safety."
