中外政府間協(xié)議框架下國際科技項目合作網(wǎng)絡(luò)研究

【摘要】:以國家科技報告服務(wù)系統(tǒng)中國際科技合作與交流專項成果報告的內(nèi)容和數(shù)據(jù)為基礎(chǔ),運(yùn)用社會網(wǎng)絡(luò)分析方法對雙多邊政府間科技合作協(xié)議框架下中外方機(jī)構(gòu)間開展科技項目合作產(chǎn)生的合作網(wǎng)絡(luò)結(jié)構(gòu)和合作關(guān)系進(jìn)行了定量分析。研究了合作關(guān)系類型、各國同中國合作的相對定位。對合作網(wǎng)絡(luò)總體情況和具有代表性的中美、中歐、中國同金磚國家以及中國同"一帶一路"國家合作子網(wǎng)進(jìn)行了分析,評估了整體網(wǎng)絡(luò)結(jié)構(gòu)態(tài)勢,析出了整體網(wǎng)絡(luò)和各子網(wǎng)的關(guān)鍵合作機(jī)構(gòu)節(jié)點。研究發(fā)現(xiàn):雙多邊政府間科技合作協(xié)議框架下項目合作是一種互利共贏的合作方式;合作規(guī)模和層次同合作伙伴國的經(jīng)濟(jì)發(fā)展水平和整體創(chuàng)新能力正相關(guān);中美、中歐合作關(guān)系緊密,但同金磚國家、"一帶一路"國家合作仍有拓展空間;科技人員交流和合作研究是科技合作的主要類型;綜合性高校和科研院所在政府間合作中優(yōu)勢明顯。
[Abstract]:Based on the content and data of the report on the results of international scientific and technological cooperation and exchange in the national science and technology reporting service system, Using the method of social network analysis, this paper makes a quantitative analysis of the cooperative network structure and cooperative relationship between Chinese and foreign institutions under the framework of bilateral and multilateral agreements on scientific and technological cooperation. This paper studies the type of cooperative relationship and the relative orientation of cooperation between various countries and China. The general situation of the cooperative network and the representative cooperation subnets between China and the United States, Central Europe, China and the BRICS countries, and China and Belt and Road countries are analyzed, and the overall network structure situation is evaluated. The key cooperative organization nodes of the whole network and each subnet are separated out. It is found that project cooperation under the framework of bilateral and multilateral agreements on cooperation in science and technology is a mutually beneficial and win-win way of cooperation; the scale and level of cooperation are positively related to the level of economic development and overall innovation capacity of the partner countries; China and the United States, China-EU cooperation is close, but with BRICS countries, "Belt and Road" countries still have room to expand their cooperation; exchange of scientific and technological personnel and cooperative research are the main types of scientific and technological cooperation; comprehensive universities and scientific research institutes have obvious advantages in intergovernmental cooperation.
