【摘要】："一帶一路"戰(zhàn)略,不僅是中國政府在新時期提出的外交戰(zhàn)略、經濟貿易戰(zhàn)略和發(fā)展戰(zhàn)略,更是基于國家發(fā)展的安全戰(zhàn)略,孕育著共同安全、綜合安全、合作安全、可持續(xù)安全的新理念。從地緣的角度看,東南亞地區(qū)具有典型的陸海兼?zhèn)涞牡鼐壧卣?不僅是一帶一路戰(zhàn)略重點的合作地區(qū),也是該戰(zhàn)略實施的重要通道。東南亞乃至整個東亞的安全與穩(wěn)定是"一帶一路"戰(zhàn)略實施的基本條件,"一帶一路"戰(zhàn)略實際上已經成為影響東南亞安全格局的重要因素。中國應充分強化"一帶一路"框架下東南亞安全機制的戰(zhàn)略共識,利用現(xiàn)有東南亞的安全機制為"一帶一路"戰(zhàn)略服務,建立新的安全機制,強化雙邊和多邊的安全合作關系,與東南亞國家共同構建"利益共同體、責任共同體、命運共同體"三位一體的格局。
[Abstract]:"Belt and Road" strategy is not only the diplomatic strategy, economic and trade strategy and development strategy put forward by the Chinese government in the new period, but also the security strategy based on national development, which breeds common security, comprehensive security and cooperative security. The new concept of sustainable security. From the point of view of geography, Southeast Asia is characterized by both land and sea, which is not only the key cooperative region of Belt and Road strategy, but also an important channel for the implementation of this strategy. The security and stability of Southeast Asia and even the whole East Asia are the basic conditions for the implementation of the "Belt and Road" strategy, and the "Belt and Road" strategy has actually become an important factor affecting the security pattern of Southeast Asia. China should fully strengthen the strategic consensus of Southeast Asia security mechanisms under the framework of "Belt and Road", utilize the existing Southeast Asian security mechanisms to serve the "Belt and Road" strategy, establish new security mechanisms, and strengthen bilateral and multilateral security cooperation relations. And Southeast Asian countries to build a "community of interests, responsibility community, community of destiny" trinity.
