【摘要】：近期全球范圍興起新一輪經濟園區(qū)建設浪潮,"一帶一路"為中國園區(qū)的國際化合作提供了戰(zhàn)略指引。在邏輯層面,上海以園區(qū)出海為戰(zhàn)略抓手服務"一帶一路"必要且可行,符合園區(qū)轉型和產業(yè)升級的內在要求,能夠為企業(yè)"走出去"提供載體支撐和提升上海全球城市的影響力,當前上海園區(qū)具備領先發(fā)展的實力、公司化運營優(yōu)勢及國內外合作的豐富經驗。在對策層面,上海需發(fā)揮城市綜合優(yōu)勢將園區(qū)出海列入對外合作重要事項,把握園區(qū)發(fā)展動態(tài)和政策導向、推動園區(qū)企業(yè)"走出去"、對標新加坡打造海外標志性園區(qū)項目以及拓展上海自貿區(qū)示范引領作用。上海園區(qū)出海作為一項積極響應國家政策的策略選擇和實踐探索,可為其他地區(qū)對接融入"一帶一路"提供經驗借鑒。
[Abstract]:Recently, a new wave of economic park construction has emerged around the world. "Belt and Road" has provided strategic guidance for the international cooperation of Chinese parks. On the logical level, Shanghai takes the park as a strategic grasp to serve "Belt and Road", which is necessary and feasible, and conforms to the inherent requirements of the transformation and industrial upgrading of the park. It can provide carrier support and enhance the influence of Shanghai's global city for enterprises to "go out". At present, Shanghai Park has the strength of leading development, the advantage of corporatization operation and the rich experience of domestic and foreign cooperation. At the level of countermeasures, Shanghai should give full play to its comprehensive advantages and put the park out to sea as an important issue for foreign cooperation, so as to grasp the development trend and policy direction of the park. To promote the park enterprises to "go out", to mark Singapore to build overseas landmark park projects and expand the Shanghai Free Trade Zone demonstration leading role. As a strategic choice and practical exploration to respond positively to the national policy, Shanghai Park can provide experience for other regions to join in "Belt and Road".
