【摘要】：聯(lián)合國(guó)馬拉喀什氣候大會(huì)后,全球氣候治理的不確定性增加,主要表現(xiàn)在兩個(gè)方面:中美攜手發(fā)揮氣候領(lǐng)導(dǎo)力的格局被打破,新的領(lǐng)導(dǎo)力格局待定;減排模式由"自上而下"向"自下而上"過(guò)渡,"自下而上"是一種創(chuàng)新,沒(méi)有經(jīng)驗(yàn)可循。由此,全球氣候治理體制在現(xiàn)階段的典型特征是進(jìn)入"雙過(guò)渡"新階段。"雙過(guò)渡"新階段對(duì)中國(guó)來(lái)說(shuō)既是機(jī)遇,也是挑戰(zhàn)。中國(guó)應(yīng)在戰(zhàn)略層面做出選擇,明確有中國(guó)特色的新型氣候領(lǐng)導(dǎo)力,鞏固來(lái)之不易的全球氣候治理共識(shí),將全球氣候治理的經(jīng)驗(yàn)貢獻(xiàn)于"一帶一路"戰(zhàn)略的落實(shí),貢獻(xiàn)于聯(lián)合國(guó)可持續(xù)發(fā)展目標(biāo)的實(shí)現(xiàn)。
[Abstract]:After the United Nations Climate Conference in Marrakech, the uncertainty of global climate governance has increased, mainly in two aspects: the pattern of Sino-American climate leadership has been broken, and the new leadership pattern has yet to be decided; The transition from "top to bottom" to "bottom up" is an innovation with no experience to follow. Thus, the typical feature of the global climate governance system at this stage is to enter a new phase of "double transition". " The new stage of double transition is both an opportunity and a challenge for China. China should make a choice at the strategic level, define the new climate leadership with Chinese characteristics, consolidate the hard-won consensus on global climate governance, and contribute the experience of global climate governance to the implementation of the "Belt and Road" strategy. Contribute to the achievement of the sustainable development goals of the United Nations.
