【摘要】：琿春國(guó)際合作示范區(qū)于2012年4月由國(guó)務(wù)院正式批準(zhǔn)。使琿春成為唯一一個(gè)以“中國(guó)”冠名的“示范區(qū)”,國(guó)家的戰(zhàn)略發(fā)展為琿春的發(fā)展提供了重要的機(jī)會(huì)。而在2015年3月27日,習(xí)近平總書記在海南博鰲亞洲論壇中,將“一帶一路”戰(zhàn)略發(fā)展作為推動(dòng)中國(guó)經(jīng)濟(jì)全面發(fā)展的重要方面。隨著國(guó)家對(duì)外經(jīng)濟(jì)貿(mào)易水平的提高,琿春國(guó)際合作示范區(qū)得到了更好的建設(shè)和發(fā)展,同時(shí)也為探索出更好的發(fā)展路徑和經(jīng)濟(jì)合作服務(wù),促進(jìn)了新型經(jīng)濟(jì)體制的出現(xiàn),為東北亞自由貿(mào)易區(qū)的發(fā)展提供了重要的轉(zhuǎn)機(jī),同時(shí)也深化了邊境貿(mào)易合作體系的形成。在“一帶一路”戰(zhàn)略布局影響下,琿春國(guó)際合作示范區(qū)正延續(xù)“引進(jìn)來”的方式,探索邊境貿(mào)易合作,促進(jìn)圖們江區(qū)域經(jīng)濟(jì)發(fā)展模式。同時(shí)發(fā)展“走出去”戰(zhàn)略模式,為經(jīng)濟(jì)發(fā)展提供了優(yōu)勢(shì)和貿(mào)易合作的共贏,對(duì)開發(fā)廣闊民族邊疆經(jīng)濟(jì)而服務(wù),促進(jìn)了當(dāng)?shù)氐慕?jīng)濟(jì)和穩(wěn)定,對(duì)整個(gè)東北自由貿(mào)易區(qū)乃至“一帶一路”戰(zhàn)略的發(fā)展有更好的促進(jìn)作用。本文主要采用了辯證分析法、實(shí)證研究法和文獻(xiàn)資料法等相關(guān)研究方法,通過SWOT分析法等對(duì)“一帶一路”背景下,琿春國(guó)際經(jīng)濟(jì)示范區(qū)進(jìn)行了研究。在眾多研究背景之下,結(jié)合“一帶一路”戰(zhàn)略概念的界定及特點(diǎn)、國(guó)際經(jīng)濟(jì)合作的基本理論及類型、示范區(qū)的基本理論為本文的研究提供了重要的理論基礎(chǔ)。重點(diǎn)分析了“一帶一路”戰(zhàn)略與“長(zhǎng)吉圖”開發(fā)開放戰(zhàn)略關(guān)系,找到了長(zhǎng)吉圖融入“一帶一路”戰(zhàn)略的優(yōu)勢(shì)；在了解琿春國(guó)際合作示范區(qū)發(fā)展現(xiàn)狀與存在問題的基礎(chǔ)上,找到了其中存在的重點(diǎn)問題。并通過SWOT分析法,對(duì)琿春國(guó)際經(jīng)濟(jì)合作示范區(qū)發(fā)展的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇與威脅進(jìn)行了系統(tǒng)分析。“一帶一路”背景下琿春國(guó)際合作示范區(qū)建設(shè)方向及發(fā)展建議。結(jié)合以上存在的問題,通過加強(qiáng)融資渠道、開發(fā)旅游業(yè)、發(fā)展優(yōu)勢(shì)產(chǎn)業(yè)、加快對(duì)外開放以及積極引進(jìn)人才等方面提出了具體的發(fā)展方向和建議。
[Abstract]:Hunchun International Cooperation demonstration Zone was officially approved by the State Council in April 2012. Hunchun became the only demonstration area named "China", and the strategic development of the country provided an important opportunity for the development of Hunchun. At the Boao Forum for Asia in Hainan on March 27, 2015, General Secretary Belt and Road made the strategic development of "Belt and Road" an important aspect of promoting China's overall economic development. With the improvement of the country's foreign economic and trade level, the Hunchun International Cooperation demonstration Zone has been better built and developed, at the same time, it has promoted the emergence of a new economic system by exploring better development paths and economic cooperation services. It provides an important turning point for the development of Northeast Asia Free Trade area and deepens the formation of border trade cooperation system. Under the influence of "Belt and Road" strategic layout, the Hunchun International Cooperation demonstration Zone is continuing the way of "bringing in", exploring the border trade cooperation and promoting the Tumen River regional economic development model. At the same time, the development of the "going out" strategic model has provided advantages for economic development and win-win trade cooperation, served the development of the vast national frontier economy, and promoted the local economy and stability. It can promote the development of the Northeast Free Trade area and even Belt and Road strategy. This paper mainly adopts the dialectical analysis method, the empirical research method and the literature method to study the Hunchun international economic demonstration area under the background of "Belt and Road" through the SWOT analysis. Under many research backgrounds, combined with the definition and characteristics of "Belt and Road" strategic concept, the basic theories and types of international economic cooperation and the basic theories of demonstration zones provide an important theoretical basis for the study of this paper. The relationship between "Belt and Road" strategy and "Changji Tu" development and opening strategy is analyzed, and the advantages of Changji Tu's integration into "Belt and Road" strategy are found, and on the basis of understanding the present development situation and existing problems of Hunchun International Cooperation demonstration Zone, the paper analyzes the relationship between "Belt and Road" strategy and "Changji Tu" development and opening strategy. The key problems are found. Through SWOT analysis, the advantages, disadvantages, opportunities and threats of Hunchun International Economic Cooperation demonstration Zone are analyzed systematically. Construction Direction and Development suggestion of Hunchun International Cooperation demonstration area under the background of Belt and Road. Combined with the above existing problems, the paper puts forward some specific development directions and suggestions through strengthening financing channels, developing tourism, developing superior industries, speeding up opening to the outside world and actively introducing talents.
