【摘要】："一帶一路"戰(zhàn)略背景下,2016年8月菲律賓技術(shù)教育和技能發(fā)展署(TESDA)提出涵蓋多項(xiàng)措施的職業(yè)教育扶貧政策,主要包括:實(shí)施"鎮(zhèn)級(jí)技能培訓(xùn)計(jì)劃"、加強(qiáng)職業(yè)教育機(jī)構(gòu)間合作、提供獎(jiǎng)學(xué)金和助學(xué)金、開展"特別技能培訓(xùn)計(jì)劃"、充分利用信息技術(shù)提高職業(yè)教育扶貧透明度、開展"道德重塑"計(jì)劃等。在職業(yè)教育扶貧方面,菲律賓發(fā)揮政府主導(dǎo)作用,實(shí)施職業(yè)教育扶貧問責(zé)制,培養(yǎng)具有全球競(jìng)爭(zhēng)力的勞動(dòng)者,打造助力社會(huì)公平的職業(yè)教育。同時(shí),菲律賓加強(qiáng)職業(yè)教育機(jī)構(gòu)的監(jiān)督與管理,大力推進(jìn)職業(yè)教育師資培訓(xùn)和實(shí)施嚴(yán)格的職業(yè)教育質(zhì)量管理制度,為職業(yè)教育扶貧提供有力保障。
[Abstract]:In the context of the "Belt and Road" strategy, in August 2016, the Philippine Agency for Technical Education and skills Development, Tesda, proposed a pro-poor policy for vocational education covering a number of measures, including, inter alia, the implementation of the skills training Program at the Township level and the strengthening of inter-agency cooperation in vocational education, To provide scholarships and grants, to develop "special skills training programs", to make full use of information technology to improve the transparency of poverty alleviation in vocational education, and to carry out "moral reshaping" programs. In the aspect of helping the poor in vocational education, the Philippine government plays a leading role in carrying out the accountability system of helping the poor in vocational education, training the workers with global competitiveness, and building vocational education which can help the society to be fair. At the same time, the Philippines should strengthen the supervision and management of vocational education institutions, vigorously promote the training of vocational education teachers and implement a strict quality management system of vocational education, so as to provide a strong guarantee for helping the poor in vocational education.
