【摘要】：隨著綜合國(guó)力的日益增強(qiáng)以及企業(yè)“走出去”和“一帶一路”戰(zhàn)略的提出,我國(guó)非政府組織(NGO)“走出去”參與全球治理已然成為一股不可阻擋的時(shí)代潮流。為此,我們?cè)诓粩嗤七M(jìn)和總結(jié)本國(guó)實(shí)踐經(jīng)驗(yàn)的同時(shí),應(yīng)積極學(xué)習(xí)和借鑒發(fā)達(dá)國(guó)家的有益經(jīng)驗(yàn)。鑒于該問(wèn)題意識(shí),選取鄰國(guó)日本為研究對(duì)象,對(duì)其NGO參與全球治理的歷史演變、發(fā)展現(xiàn)狀及其支持政策等基本問(wèn)題進(jìn)行研究。研究結(jié)果表明:日本NGO參與全球治理的過(guò)程大致經(jīng)歷六個(gè)階段;通過(guò)組織形態(tài)、活動(dòng)區(qū)域、活動(dòng)領(lǐng)域、援助對(duì)象、項(xiàng)目類型、資金來(lái)源以及跨部門合作等視角的分析發(fā)現(xiàn),日本NGO參與全球治理已取得良好效果;日本政府實(shí)施的NGO支持政策體系是推動(dòng)日本NGO有效參與全球治理的根本性因素。鑒于日本經(jīng)驗(yàn),今后我們有必要盡快完善相關(guān)法律法規(guī)、構(gòu)建NGO與企業(yè)和政府的合作網(wǎng)絡(luò)、制定和出臺(tái)面向NGO的政策支持體系。
[Abstract]:With the increasing of comprehensive national strength and the strategy of "going out" and "Belt and Road", it has become an irresistible trend for Chinese non-governmental organizations (NGOs) to "go out" to participate in global governance. Therefore, we should actively learn and learn from the beneficial experiences of developed countries while constantly promoting and summing up our own practical experience. In view of the awareness of this problem, Japan, a neighboring country, is selected as the research object to study the historical evolution of its NGO participation in global governance, the present situation of its development and its supporting policies, and so on. The results show that the process of Japanese NGO's participation in global governance has six stages, and it is found from the perspective of organizational form, activity area, activity area, object of assistance, project type, source of funds and cross-sectoral cooperation, etc. Japanese NGO has achieved good results in global governance, and the NGO support policy system implemented by the Japanese government is the fundamental factor to promote the effective participation of Japanese NGO in global governance. In view of the Japanese experience, it is necessary for us to improve the relevant laws and regulations as soon as possible, construct the cooperative network of NGO with enterprises and governments, and formulate and issue a policy support system for NGO.
