【摘要】：隨著經(jīng)濟(jì)全球化的發(fā)展進(jìn)程,發(fā)展對外直接投資已經(jīng)成為中國經(jīng)濟(jì)發(fā)展的內(nèi)在要求,提升對外直接投資水平是完善經(jīng)濟(jì)體系、促進(jìn)經(jīng)濟(jì)發(fā)展的重要內(nèi)容。國家"一帶一路"戰(zhàn)略、《福建省21世紀(jì)海上絲綢之路核心區(qū)建設(shè)方案》都明確提出鼓勵(lì)企業(yè)赴境外投資。當(dāng)前,福建省正在加快建設(shè)海峽西岸經(jīng)濟(jì)區(qū),發(fā)展對外直接投資對優(yōu)化資源配置、促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、獲取先進(jìn)技術(shù),提升企業(yè)國際競爭力等具有重要意義。福建省的對外直接投資存在著企業(yè)數(shù)量多、規(guī)模小,培育跨國企業(yè)難;大量自然人和民營企業(yè)開展境外投資游離于政府服務(wù)和指導(dǎo)體系之外,存在安全隱患;對外直接投資與帶動(dòng)出口、返程投資聯(lián)動(dòng)發(fā)展不緊密,作用沒有充分發(fā)揮等困難,這些都影響甚至制約著福建經(jīng)濟(jì)的發(fā)展。無論是從落實(shí)國家"一帶一路"戰(zhàn)略、全面建設(shè)"21世紀(jì)海上絲綢之路"看,還是從推動(dòng)福建省經(jīng)濟(jì)發(fā)展、滿足企業(yè)需求看,加快推動(dòng)福建省企業(yè)開展對外直接投資,改進(jìn)對外直接投資管理水平已勢在必行。本文以服務(wù)型政府理論、政府與市場的關(guān)系理論為基礎(chǔ),首先對加強(qiáng)福建省對外直接投資的形勢進(jìn)行闡述分析,包含福建省對外直接投資的現(xiàn)狀、新形勢下對福建省對外直接投資的新要求、福建省對外直接投資面臨的機(jī)遇等。其次,分析對外直接投資管理的做法、成效,揭示了福建省對外直接投資管理存在的問題。最后提出在設(shè)立統(tǒng)一的管理機(jī)構(gòu)的基礎(chǔ)上,從創(chuàng)新管理體制、完善服務(wù)體系、健全監(jiān)管和風(fēng)險(xiǎn)防控體系等方面提出針對福建省省情的對外直接投資管理的建議。
[Abstract]:With the development of economic globalization, the development of foreign direct investment (FDI) has become the inherent requirement of China's economic development. It is an important content to improve the economic system and promote economic development to improve the level of foreign direct investment. The national "Belt and Road" strategy and the "construction plan of Fujian Province's 21st Century Maritime Silk Road Core Zone" have clearly proposed to encourage enterprises to invest abroad. At present, Fujian Province is speeding up the construction of the Economic Zone of the West Bank of the Straits, and the development of foreign direct investment is of great significance to optimize the allocation of resources, promote the industrial transformation and upgrading, acquire advanced technology, and enhance the international competitiveness of enterprises. The foreign direct investment of Fujian Province has many enterprises and small scale, it is difficult to cultivate multinational enterprises, a large number of natural persons and private enterprises carry out overseas investment outside the government service and guidance system, and there are hidden dangers in security. Foreign direct investment and export drive, return investment linkage development is not close, the role is not fully brought into play and other difficulties, these affect and even restrict the economic development of Fujian. Whether from the implementation of the national "Belt and Road" strategy and the overall construction of the "21st Century Maritime Silk Road," or from the point of view of promoting the economic development of Fujian Province, meeting the needs of enterprises, and speeding up the development of foreign direct investment by enterprises in Fujian Province, It is imperative to improve the management level of foreign direct investment. Based on the theory of service-oriented government and the theory of the relationship between government and market, this paper first expounds and analyzes the situation of strengthening Fujian's foreign direct investment, including the current situation of Fujian's foreign direct investment. Under the new situation, the new requirements of Fujian Province's foreign direct investment, the opportunities faced by Fujian's foreign direct investment, etc. Secondly, it analyzes the practice and effect of FDI management, and reveals the problems of FDI management in Fujian Province. Finally, on the basis of setting up a unified management organization, the paper puts forward some suggestions on the management of foreign direct investment in Fujian province from the aspects of innovating management system, perfecting service system, perfecting supervision and risk prevention and control system.
