【摘要】：作為典型的國(guó)際公共產(chǎn)品,中國(guó)提出的"一帶一路"倡議具有非競(jìng)爭(zhēng)性和非排他性的公共產(chǎn)品基本特征,同時(shí),從設(shè)計(jì)理念到操作框架、從愿景到行動(dòng),都體現(xiàn)出鮮明的中國(guó)特色、中國(guó)風(fēng)格和中國(guó)氣派。理論上,"一帶一路"倡議推動(dòng)了全球治理理論的多重創(chuàng)新,豐富和發(fā)展了國(guó)際合作理論和全球價(jià)值鏈理論,"絲路精神"是對(duì)新中國(guó)外交核心價(jià)值理念的繼承創(chuàng)新,共商共建共享原則更是對(duì)全球治理理論的重要貢獻(xiàn)。實(shí)踐上,"一帶一路"倡議兼具區(qū)域合作、國(guó)際協(xié)議等特點(diǎn),開(kāi)創(chuàng)了中國(guó)外交的新實(shí)踐和國(guó)際合作的新模式,具有發(fā)展、和平、文化、合作等方面的典范價(jià)值,為新時(shí)期國(guó)際關(guān)系提供了新的解決方案。三年有成。"一帶一路"建設(shè)正處于量變到質(zhì)變、小成至大成的關(guān)鍵時(shí)期,下一步要積極推進(jìn)兩大主軸建設(shè),與中國(guó)特色大國(guó)外交理論體系進(jìn)一步對(duì)接,創(chuàng)新"一帶一路"理論體系,打造"一帶一路"安全系統(tǒng)工程。"大事小以仁,小事大以智",中國(guó)應(yīng)在大國(guó)外交框架下,穩(wěn)妥處理與沿線國(guó)家的競(jìng)合關(guān)系,深入推進(jìn)機(jī)制建設(shè)。
[Abstract]:As a typical international public goods, China's "Belt and Road" initiative has the basic characteristics of non-competitive and non-exclusive public goods. At the same time, from design concept to operational framework, from vision to action,Both reflect the distinctive Chinese characteristics, Chinese style and Chinese style.Theoretically, the "Belt and Road" initiative has promoted multiple innovations in the theory of global governance, enriched and developed the theory of international cooperation and the theory of global value chain, and "the spirit of the Silk Road" is an inheritance and innovation of the core values of New China's diplomacy.The principle of co-construction and sharing is an important contribution to the theory of global governance.In practice, the "Belt and Road" initiative, which has the characteristics of regional cooperation and international agreement, has created a new practice in China's diplomacy and a new model of international cooperation, with exemplary values in the fields of development, peace, culture, cooperation, etc.For the new era of international relations to provide a new solution.Three years are a success. "Belt and Road's "construction is in a critical period from quantitative to qualitative change and from small to great success. The next step is to actively promote the construction of the two main axes, to further link up with the diplomatic theoretical system of the great powers with Chinese characteristics, and to innovate the theoretical system of" Belt and Road, "Build "Belt and Road" safety system project."China should, within the framework of the diplomacy of the great powers, handle the relations of competition and cooperation with the countries along the route in a prudent manner, and push forward the construction of the mechanism in depth."
