【摘要】：[目的]通過測算新疆農(nóng)業(yè)資源配置效率,并提出優(yōu)化方案,以期抓住"一帶一路"建設(shè)機遇實現(xiàn)新疆農(nóng)業(yè)的可持續(xù)快速發(fā)展。[方法]采用DEA分析方法,在兼顧經(jīng)濟效益和生態(tài)效應的原則下選取3個產(chǎn)出指標和7個投入指標,選取2010~2015年新疆16個市州區(qū)作為研究樣本采用B2C靜態(tài)評價模型研究新疆農(nóng)業(yè)資源配置效率,并提出從純技術(shù)效率或規(guī)模效率入手優(yōu)化資源配置的優(yōu)化方案。[結(jié)果]新疆16市州區(qū)除了克拉瑪依市、吐魯番地區(qū)和生產(chǎn)建設(shè)兵團綜合技術(shù)效率的值為1外,其余的都未達到生產(chǎn)前沿面,說明新疆大部分市州農(nóng)業(yè)資源配置與經(jīng)營規(guī)模不適應,農(nóng)業(yè)資源未到達最優(yōu)配置,存在浪費現(xiàn)象;新疆16個市州區(qū)的綜合技術(shù)效率均值為0.714,說明新疆農(nóng)業(yè)資源配置效率總體狀況低效。[結(jié)論]新疆農(nóng)業(yè)資源配置總體效率較高,但仍存在地區(qū)差異,部分地市的農(nóng)業(yè)資源投入均不同程度出現(xiàn)冗余,其中化肥、農(nóng)藥和農(nóng)膜使用量過剩現(xiàn)象較突出。同時發(fā)現(xiàn),"一帶一路"發(fā)展戰(zhàn)略的實施給新疆農(nóng)業(yè)發(fā)展提供了良好的發(fā)展機遇。
[Abstract]:[objective] by measuring and calculating the efficiency of agricultural resources allocation in Xinjiang, and putting forward the optimized scheme, we hope to seize the opportunity of "Belt and Road" construction to realize the sustainable and rapid development of agriculture in Xinjiang. [methods] the DEA analysis method is adopted. Under the principle of considering economic benefits and ecological effects, three output indexes and seven input indexes were selected, and 16 cities and regions in Xinjiang were selected as the research samples from 2010 to 2015. The B2C static evaluation model was used to study the allocation efficiency of agricultural resources in Xinjiang. In addition to Karamay, Turpan and production and Construction Corps, the comprehensive technical efficiency of 16 cities in Xinjiang is 1. The rest are not up to the front of production, indicating that the allocation of agricultural resources in most cities and states of Xinjiang is not suitable for the scale of management, the agricultural resources have not reached the optimal allocation, and there is a phenomenon of waste; The average comprehensive technical efficiency of 16 cities and regions in Xinjiang is 0.714, which indicates that the overall efficiency of agricultural resource allocation in Xinjiang is low. [conclusion] the overall efficiency of agricultural resource allocation in Xinjiang is high, but there are still regional differences. In some cities, the input of agricultural resources is redundant to varying degrees, among which the excess use of chemical fertilizers, pesticides and agricultural film is more prominent. At the same time, it is found that the implementation of the development strategy of "Belt and Road" provides a good opportunity for the development of agriculture in Xinjiang.
