【摘要】：中蒙俄經(jīng)濟(jì)走廊作為首條"一帶一路"框架下正式開(kāi)建的多邊經(jīng)濟(jì)走廊,是"一帶一路"戰(zhàn)略在新常態(tài)下的空間延展、內(nèi)涵豐富完善和創(chuàng)造性的貫徹落實(shí)。其代表了多樣要素流動(dòng)、集聚并優(yōu)化整合,依托新型地緣政治優(yōu)勢(shì)轉(zhuǎn)換經(jīng)濟(jì)動(dòng)力,以塑造深化雙邊及多邊經(jīng)貿(mào)合作水平及深度的共同制度安排與包容性、可持續(xù)性的經(jīng)濟(jì)發(fā)展模式。雖然走廊沿線地區(qū)經(jīng)濟(jì)發(fā)展水平和基礎(chǔ)設(shè)施建設(shè)不匹配、蒙俄兩國(guó)經(jīng)濟(jì)韌性較差并存在引資風(fēng)險(xiǎn)、貿(mào)易結(jié)構(gòu)失衡、通關(guān)便利化程度不高、中國(guó)形象建設(shè)不足等成為走廊建設(shè)的制約因素,但是政治互信下發(fā)展戰(zhàn)略的高度契合為三方合作提供了保障�；A(chǔ)設(shè)施互聯(lián)互通和廣泛的人文交流是走廊建設(shè)的現(xiàn)實(shí)和輔助,要素結(jié)構(gòu)高度互補(bǔ)驅(qū)動(dòng)三方經(jīng)濟(jì)融合,產(chǎn)業(yè)供需疊加及互補(bǔ)優(yōu)勢(shì)更顯示三方合作必要而且互惠。中蒙俄應(yīng)適應(yīng)并引領(lǐng)新常態(tài),充分發(fā)揮三方合作的優(yōu)勢(shì)條件,實(shí)現(xiàn)道路聯(lián)通、多元產(chǎn)業(yè)合作和經(jīng)濟(jì)增長(zhǎng)活力的可持續(xù)。
[Abstract]:As the first multilateral economic corridor under the framework of "Belt and Road", the China-Mongolia-Russia Economic Corridor is a space extension of the "Belt and Road" strategy under the new normal. It represents the flow of diverse elements, agglomeration and optimization of integration, and transformation of economic power based on new geopolitical advantages. A common institutional arrangement to shape the level and depth of bilateral and multilateral economic and trade cooperation and an inclusive and sustainable economic development model, although the level of economic development and infrastructure development in the areas along the corridor do not match, The poor economic resilience of Mongolia and Russia and the risk of attracting foreign investment, the imbalance of trade structure, the low level of facilitation of customs clearance and the insufficient construction of China's image are the constraints on the construction of corridors. However, the high agreement of the development strategy based on political mutual trust provides a guarantee for tripartite cooperation. Infrastructure connectivity and extensive people-to-people exchanges are the reality and assistance of corridor construction, and the highly complementary elements structure drives the tripartite economic integration. The superposition of industrial supply and demand and complementary advantages show that tripartite cooperation is necessary and mutually beneficial. China, Mongolia and Russia should adapt and lead the new normal, give full play to the advantages of tripartite cooperation, and realize the sustainable development of road connectivity, multi-industry cooperation and economic growth vitality.
