【摘要】："一帶一路"倡議給我國企業(yè)"走出去"帶來新的機(jī)遇。但與"一帶一路"沿線國家的制度鴻溝可能會阻礙我國企業(yè)對這些地區(qū)的對外直接投資(OFDI)。已有經(jīng)驗(yàn)研究關(guān)于制度距離對我國企業(yè)OFDI選址的影響及如何緩解制度距離帶來的制度風(fēng)險(xiǎn)還未達(dá)成共識。本文利用2003-2014年我國對"一帶一路"沿線65個國家的投資數(shù)據(jù),采用負(fù)二項(xiàng)回歸模型,基于制度距離與海外華人網(wǎng)絡(luò)視角的實(shí)證研究發(fā)現(xiàn):第一,正式制度距離對我國企業(yè)的OFDI選址具有"非對稱性效應(yīng)",企業(yè)OFDI傾向于負(fù)向制度距離接近的"一帶一路"沿線國家;第二,我國企業(yè)對"一帶一路"沿線國家的OFDI選址表現(xiàn)出對制度距離的"異質(zhì)性偏好",技術(shù)研發(fā)型OFDI偏好正向制度距離大的國家,商務(wù)服務(wù)型OFDI和當(dāng)?shù)厣a(chǎn)型OFDI規(guī)避負(fù)向制度距離大的國家;第三,不論哪種投資動機(jī),海外華人網(wǎng)絡(luò)的活躍都能促進(jìn)我國企業(yè)OFDI。因此,應(yīng)在識別制度距離的方向和幅度的基礎(chǔ)上,針對不同投資動機(jī)的OFDI推行差別化的鼓勵政策和扶持措施,同時充分利用"一帶一路"沿線國家的海外華人華僑組織,建立東道國海外華人華僑關(guān)系網(wǎng)絡(luò)與海外直接投資聯(lián)結(jié)機(jī)制,推動我國企業(yè)對"一帶一路"沿線國家直接投資的新發(fā)展。
[Abstract]:The "Belt and Road" initiative has brought new opportunities for Chinese enterprises to "go out". But the institutional gap with the countries along the "Belt and Road" may hinder our enterprises' foreign direct investment in these areas. There is no consensus on the influence of institutional distance on OFDI site selection of Chinese enterprises and how to mitigate the institutional risk brought by institutional distance. This paper makes use of the investment data of 65 countries along Belt and Road from 2003 to 2014. Using the negative binomial regression model, the empirical study based on the institutional distance and the perspective of overseas Chinese network found that: first, Formal institutional distance has an "asymmetric effect" on the OFDI location of Chinese enterprises, and the OFDI tends to be a country along the route of "Belt and Road", where the distance is close to the negative institutional distance. Second, Chinese enterprises show heterogeneity preference for OFDI location in countries along "Belt and Road", while technology R & D type OFDI prefer countries with large institutional distance. The commercial service OFDI and the local production type OFDI circumvent the negative system long distance countries; third, no matter what kind of investment motivation, the overseas Chinese network active can promote our country enterprise OFDI.Therefore, On the basis of identifying the direction and extent of the system distance, the OFDI with different investment motives should carry out differential encouragement policies and support measures, and at the same time make full use of the overseas Chinese and overseas Chinese organizations in the countries along the "Belt and Road" line. The establishment of the network of overseas Chinese and overseas Chinese relations in the host country and the linkage mechanism of overseas direct investment will promote the new development of Chinese enterprises' direct investment in the countries along the route of "Belt and Road".
