【摘要】：自"一帶一路"倡議實(shí)施以來,柬埔寨、緬甸和印尼等東南亞國(guó)家多次出現(xiàn)關(guān)于中國(guó)勞工的爭(zhēng)議與謠言,引起了這些國(guó)家政府和民眾的廣泛關(guān)注,緬甸甚至發(fā)生打砸搶事件,損害了中國(guó)勞工的權(quán)益,也影響了中國(guó)和中國(guó)企業(yè)的國(guó)際形象。這類爭(zhēng)議的核心在于中國(guó)是否大量輸出了低技能工人,搶奪了當(dāng)?shù)厝说墓ぷ鳈C(jī)會(huì),損害了所在國(guó)的社會(huì)與經(jīng)濟(jì)秩序。以印尼為例,由于印尼的技術(shù)工人較少,時(shí)間觀念淡薄,工作效率低下,為加快項(xiàng)目的推進(jìn),投資印尼的中企在用工問題上也有許多無奈。中國(guó)勞工的爭(zhēng)議問題有其經(jīng)濟(jì)、政治、制度和國(guó)際等諸多因素,需要理性看待,綜合解決。兩國(guó)政府、企業(yè)和學(xué)界都應(yīng)采取相應(yīng)的措施,改善中國(guó)勞工的爭(zhēng)議問題,使中國(guó)與印尼等東南亞各國(guó)更好地對(duì)接與推進(jìn)
[Abstract]:Since the implementation of the "Belt and Road" initiative, there have been many disputes and rumours about Chinese labor in Southeast Asian countries such as Cambodia, Myanmar and Indonesia, which have aroused widespread concern among the governments and people of these countries, and Myanmar has even seen incidents of smashing and looting. It undermines the rights of Chinese workers and affects the international image of Chinese and Chinese companies. At the heart of such disputes is whether China has exported a large number of low-skilled workers and seized local jobs. It has damaged the social and economic order of the host country. Take Indonesia as an example, because Indonesia has fewer skilled workers, a weak sense of time, and low working efficiency, in order to speed up the progress of the project, Chinese enterprises investing in Indonesia also have a lot of helplessness on the employment issue. The Chinese labor disputes have many factors, such as economic, political, institutional and international factors, which need to be treated rationally and resolved comprehensively. The governments of the two countries, Enterprises and academics should take corresponding measures to improve the dispute between Chinese labor and other Southeast Asian countries, such as Indonesia.
