【摘要】：一段時間以來,繼續(xù)堅持推進全球化發(fā)展還是從全球化中退出,不僅成為國際學(xué)術(shù)界討論的熱門話題,而且還在一些國家開始了具體實施,譬如說英國脫歐、美國宣布退出氣候變化《巴黎協(xié)議》等。全球化發(fā)展面臨新的歷史考驗。本研究在系統(tǒng)回顧全球化的階段性發(fā)展過程以及階段性發(fā)展特征的基礎(chǔ)上,充分肯定了全球化對于促進全球貿(mào)易增長、投資增長、技術(shù)進步、金融發(fā)展、經(jīng)濟發(fā)展、減少貧困等方面的積極意義,尤其是全球化對促進發(fā)展中國家的快速發(fā)展具有十分重要的意義。研究從資源稟賦、市場力量、技術(shù)創(chuàng)新等方面分析了驅(qū)動全球化發(fā)展的客觀動因,認(rèn)為全球化是人類歷史發(fā)展的客觀歷史過程,沒有誰能夠阻止全球化過程進一步向前發(fā)展。研究同時也指出了目前全球化發(fā)展過程中存在的許多重要問題,譬如說貧富不均和社會不平等進一步擴大的問題、一些國家出現(xiàn)產(chǎn)業(yè)空心化的問題、不少國家失業(yè)率高居不下的問題、引發(fā)全球性金融經(jīng)濟危機的力量伴隨全球化發(fā)展而有可能進一步積累的問題,等等。為了做到進一步弘揚全球化給人類發(fā)展帶來積極影響,同時減少、制約和克服全球化在其發(fā)展過程中所帶來的不利影響,本研究提出了推進全球化實行轉(zhuǎn)型發(fā)展的新思路以及實施全球化轉(zhuǎn)型發(fā)展的具體目標(biāo)和方向。本研究發(fā)現(xiàn),積極推動實施"一帶一路"倡議和"一帶一路"建設(shè),是目前促進全球化轉(zhuǎn)型發(fā)展的一個重要"抓手",因為"一帶一路"所倡導(dǎo)的共商共建共享的基本理念以及開放包容、互利共贏的基本精神和基于這些所構(gòu)建的新的國際合作模式,十分有利于吸引各國的積極參與、共同推進,這正好是推動全球化實行轉(zhuǎn)型發(fā)展的前提條件;"一帶一路"所倡導(dǎo)的實現(xiàn)"五路"目標(biāo)及其所要遵循的"五不會"原則以及所要解決的"三個赤字"問題,正好為新時期實現(xiàn)全球化轉(zhuǎn)型發(fā)展提供了好的制度基礎(chǔ);推進"一帶一路"建設(shè)的"五通"內(nèi)容以及通過開展重大項目實施而振興全球經(jīng)濟、促進全球發(fā)展的務(wù)實推進方法則為實現(xiàn)全球化轉(zhuǎn)型發(fā)展提供了好的推進方式參照。因此,從一定意義上講,積極推進"一帶一路"倡議的實施與落實,將直接有助于推進全球化轉(zhuǎn)型發(fā)展,有助于逐步構(gòu)建起一個開放、包容、普惠、平衡、共贏的新的全球化。因此,中國提出的"一帶一路"倡議,客觀上也就構(gòu)成了新時期推進全球化轉(zhuǎn)型發(fā)展的"中國方案"的重要組成部分。

Fully affirming the positive significance of globalization in promoting global trade growth, investment growth, technological progress, financial development, economic development and poverty reduction, In particular, globalization is of great significance in promoting the rapid development of developing countries. This paper analyzes the objective reasons driving the development of globalization from the aspects of resource endowment, market forces, technological innovation, etc. Considering that globalization is an objective historical process of the development of human history, and that no one can prevent the process of globalization from developing further, the study also points out many important problems existing in the process of the development of globalization at present, For example, the problem of inequality between the rich and the poor and the further expansion of social inequality, some countries have the problem of industrial hollowing out, many countries have the problem of high unemployment rate. Problems that the forces that have triggered the global financial and economic crisis are likely to accumulate with the development of globalization, etc., in order to further promote globalization with a positive impact on human development while reducing, In order to restrict and overcome the negative impact of globalization in its development process, this study has proposed a new way of promoting globalization to carry out transformation and development, as well as the specific goals and directions of implementing globalization transformation and development. Actively promoting the implementation of the "Belt and Road" initiative and the construction of "Belt and Road" is an important "grip" in promoting the transformation and development of globalization at present, because of the basic concept of co-development and openness and inclusiveness advocated by "Belt and Road". The basic spirit of mutual benefit and the new model of international cooperation based on these are very conducive to attracting the active participation of all countries and promoting them together. This is precisely the prerequisite for promoting the transformation and development of globalization; the realization of the "five routes" goal advocated by "Belt and Road" and the "five no" principle to be followed; and the "three deficits" problems to be solved. It has provided a good institutional basis for realizing the transformation and development of globalization in the new era; promoting the contents of the "five links" of "Belt and Road"; and revitalizing the global economy through the implementation of major projects. The pragmatic approach to promoting global development provides a good reference for the implementation of the transformation and development of globalization. Therefore, in a certain sense, we should actively promote the implementation and implementation of the "Belt and Road" initiative. It will contribute directly to promoting the transformation and development of globalization and will contribute to the gradual construction of a new globalization that is open, inclusive, inclusive, balanced and win-win.
