【摘要】："一帶一路"倡議提出以來,中歐在交通設(shè)施聯(lián)通、金融合作以及貿(mào)易往來等方面取得了明顯進展。文獻研究、實地訪談和問卷調(diào)查表明,從經(jīng)貿(mào)合作視角而言,歐盟對"一帶一路"創(chuàng)造的合作機遇、"一帶一路"建設(shè)的區(qū)域范圍和執(zhí)行計劃、中歐投資的互惠性以及相關(guān)項目遵守歐盟原則等問題十分關(guān)注,但對"一帶一路"認識還存在不少偏誤。中國需加強對"一帶一路"建設(shè)互利共贏理念的外宣,加快與歐盟投資協(xié)定談判進程,充分了解歐盟及其成員國政策法規(guī),以應(yīng)對和化解歐盟認識偏誤可能對"一帶一路"建設(shè)形成的不利影響;通過與歐盟層面更緊密的政策溝通以及繼續(xù)擴大對外開放探索等措施,深化與歐盟在"一帶一路"建設(shè)中的經(jīng)貿(mào)合作,更好發(fā)揮中歐雙方在改革和完善全球治理體系當中的作用。
[Abstract]:Since the "Belt and Road" initiative was put forward, China and Europe have made remarkable progress in terms of transport facilities connectivity, financial cooperation and trade exchanges. Literature studies, field interviews and questionnaires show that from the perspective of economic and trade cooperation, The EU is very concerned about the opportunities for cooperation created by "Belt and Road", the regional scope and implementation plan for the construction of "Belt and Road", the reciprocity of China-EU investment, and the observance of EU principles by related projects. However, there are still many errors in the understanding of "Belt and Road." China needs to strengthen its publicity on the concept of building a win-win situation for "Belt and Road," speed up the negotiation process of investment agreements with the EU, and fully understand the policies and regulations of the EU and its member states. In order to deal with and resolve the negative impact that EU misunderstandings may have on the construction of "Belt and Road," measures such as closer policy communication with the EU and continued efforts to open wider to the outside world, Deepening economic and trade cooperation with the European Union in the construction of "Belt and Road" and giving better play to the role of China and the EU in reforming and improving the global governance system.
