【摘要】：隨著"一帶一路"戰(zhàn)略的實施,我國正在加快推進國際次區(qū)域經(jīng)濟合作。一方面,由于邊疆地區(qū)城市數(shù)量不足、規(guī)模偏小,大型企業(yè)匱乏,缺乏開展國際次區(qū)域合作的支撐點;另一方面,地方政府在國際次區(qū)域合作中缺乏相互之間的協(xié)調(diào)與合作,存在惡性競爭現(xiàn)象,同時國際次區(qū)域合作的權(quán)力主要集中在中央部委,對地方開展跨國合作形成消極影響。為推進國際次區(qū)域合作,首先需要加強邊疆地區(qū)的城鎮(zhèn)化戰(zhàn)略與"一帶一路"戰(zhàn)略的銜接,完善城市體系,形成以區(qū)域中心城市為核心的城市群;其次需要加強國內(nèi)地方政府間的合作,通過國內(nèi)區(qū)域合作支持國際次區(qū)域合作,同時設(shè)置專門機構(gòu)統(tǒng)籌指導(dǎo)國際次區(qū)域合作;最后,邊疆地區(qū)需要扶持和培育大型跨國企業(yè)和生產(chǎn)型企業(yè),以適應(yīng)國際次區(qū)域合作的需求。
[Abstract]:With the implementation of "Belt and Road" strategy, China is speeding up the international sub-regional economic cooperation. On the one hand, due to the shortage of cities in the border areas, the scale is small, the lack of large enterprises, lack of support for international sub-regional cooperation; On the other hand, there is a lack of coordination and cooperation among local governments in international subregional cooperation, and there is vicious competition. At the same time, the power of international subregional cooperation is mainly concentrated in central ministries. In order to promote international subregional cooperation, first of all, it is necessary to strengthen the linkage between the urbanization strategy of the border areas and the strategy of "Belt and Road" and to perfect the urban system. The formation of urban agglomerations centred on regional central cities; secondly, the need to strengthen cooperation among domestic local governments to support international subregional cooperation through domestic regional cooperation, while establishing specialized agencies to guide international subregional cooperation in an integrated manner; finally, Border areas need to support and cultivate large multinational enterprises and production enterprises in order to meet the needs of international subregional cooperation.
