【摘要】:自二戰(zhàn)以來(lái),國(guó)際貿(mào)易格局經(jīng)由布雷頓森林體系的建立、世界貿(mào)易組織的回合談判等等一系列國(guó)家層面的組織或機(jī)構(gòu)主導(dǎo)的活動(dòng)而穩(wěn)定下來(lái),國(guó)際貿(mào)易額也隨著時(shí)間的推移以及世界眾多新興發(fā)展中國(guó)家和發(fā)達(dá)國(guó)家的共同努力而大幅度提高。在此期間,中國(guó)的貿(mào)易增長(zhǎng)取得了長(zhǎng)足的發(fā)展,從2001年加入世貿(mào)組織到2013年成為世界第一貨物貿(mào)易大國(guó),中國(guó)的成就在世界面前都是非常耀眼的。但是,隨著2008年美國(guó)的次貸危機(jī)席卷全球金融市場(chǎng),加之世界恐怖組織的襲擾,歐盟由于債務(wù)危機(jī)所導(dǎo)致內(nèi)部的不和諧持續(xù)存在,各種傳統(tǒng)的和非傳統(tǒng)的安全問(wèn)題使得國(guó)際貿(mào)易過(guò)程處于一種惡性的、不良的環(huán)境內(nèi);诖,自由貿(mào)易協(xié)定的談判、G20峰會(huì)的召開、金磚四國(guó),亞洲基礎(chǔ)設(shè)施投資銀行等國(guó)際組織的成立等等。這些舉動(dòng)都從不同的角度去試圖解決以上的種種問(wèn)題。在這樣的背景環(huán)境下,由中國(guó)提出的“一帶一路”戰(zhàn)略應(yīng)運(yùn)而生,它從空間上基于亞歐大陸乃至非洲,力圖用貿(mào)易、金融、投資等多方面領(lǐng)域的合作交流使得各國(guó)能夠共同的發(fā)展,同時(shí)也為中國(guó)的進(jìn)一步改革做出實(shí)質(zhì)性行動(dòng)!耙粠б宦贰睆母旧蟻(lái)說(shuō),是一個(gè)包含經(jīng)濟(jì)、政治、文化等多方面的戰(zhàn)略構(gòu)思。經(jīng)濟(jì)與文化之間有著深遠(yuǎn)的復(fù)雜的聯(lián)系。一方面,經(jīng)濟(jì)能夠帶動(dòng)文化產(chǎn)業(yè)的有效發(fā)展,使得文化在一定時(shí)期能夠得到良好的壯大,另一方面,文化又會(huì)反過(guò)頭來(lái)影響著經(jīng)濟(jì)的發(fā)展走勢(shì),在“一帶一路”戰(zhàn)略中,我們既要關(guān)注如何將中國(guó)的文化傳播給不同語(yǔ)言、不同民族、乃至不同膚色的其他國(guó)家的人民,如何使得在不同的文化當(dāng)中求同存異,理解他國(guó)文化并相互尊重,如何真正做到民心相通,同時(shí),我們也要注意文化是如何影響經(jīng)濟(jì)的發(fā)展方式,以使得我們能夠?qū)⒔?jīng)濟(jì)與文化結(jié)合起來(lái),研究出一條讓經(jīng)濟(jì)發(fā)展和文化交流都能良好發(fā)展的途徑,為“一帶一路”戰(zhàn)略的推動(dòng)做助力。本文在系統(tǒng)梳理了影響國(guó)際貿(mào)易流量的相關(guān)理論以及文化差異對(duì)國(guó)際貿(mào)易流量的影響的相關(guān)研究的基礎(chǔ)上,結(jié)合2005-2014年的相關(guān)數(shù)據(jù)。綜合分析了自提出“一帶一路”戰(zhàn)略以來(lái),我國(guó)與“一帶一路”沿線國(guó)家的文化交流和貿(mào)易情況。以文化距離對(duì)國(guó)際貿(mào)易流量影響的機(jī)制和路徑作為切入點(diǎn),通過(guò)構(gòu)建改進(jìn)后的引力模型,實(shí)證分析出文化差異對(duì)我國(guó)國(guó)際貿(mào)易流量的影響。研究結(jié)果表明:從總體而言,文化距離與國(guó)際貿(mào)易額的影響是負(fù)向的,即文化差異會(huì)降低國(guó)際貿(mào)易額,但兩個(gè)組合變量之間對(duì)貿(mào)易額影響方向相反;趯(shí)證結(jié)果,結(jié)合我國(guó)的現(xiàn)實(shí)情況,本文從四個(gè)方面提出對(duì)策與建議:構(gòu)建文化交流平臺(tái),促進(jìn)國(guó)際貿(mào)易產(chǎn)業(yè)發(fā)展;加強(qiáng)文化教育交流,帶動(dòng)全球文化貿(mào)易合作;構(gòu)筑政企合作機(jī)制,提升國(guó)際貿(mào)易環(huán)境發(fā)展;匹配國(guó)內(nèi)文化政策,創(chuàng)新國(guó)際文化貿(mào)易產(chǎn)業(yè)。
[Abstract]:Since World War II, the pattern of international trade has been stabilized by the establishment of the Bretton Woods system, the World Trade Organization round of negotiations, and a series of activities led by organizations or institutions at the national level. With the passage of time and the joint efforts of many new developing and developed countries in the world, the volume of international trade has also increased by a large margin. During this period, China's trade growth has made considerable progress. Since China joined the WTO in 2001 and became the world's largest trading country in goods in 2013, China's achievements have been dazzling in front of the world. However, with the subprime mortgage crisis in the United States sweeping the global financial market on 2008, In addition to the harassment of the world's terrorist organizations, the internal disharmony caused by the debt crisis in the EU persists. Various traditional and non-traditional security problems make the international trade process in a vicious and undesirable environment. Based on this, The free trade agreements are being negotiated in the context of the G20 summit, the establishment of international organizations such as the BRIC countries, the Asian Infrastructure Investment Bank, and so on. These actions are all trying to solve these problems from different perspectives. In this context, The "Belt and Road" strategy put forward by China has emerged as the times require. It is spatially based on the Eurasian continent and even Africa, trying to make common development through cooperation and exchanges in various fields, such as trade, finance, investment, and so on. At the same time, it also makes substantive actions for China's further reform. "Belt and Road" is fundamentally a strategic idea involving economic, political, cultural and other aspects. There is a profound and complex connection between economy and culture. On the one hand, The economy can drive the effective development of the cultural industry, so that the culture can get good growth in a certain period of time. On the other hand, the culture will influence the development trend of the economy in the opposite direction. In the strategy of "Belt and Road", We need to focus on how to spread Chinese culture to people in different languages, nationalities, and even other countries with different skin colors, how to find common ground while reserving differences in different cultures, understanding other cultures and respecting each other. How to truly connect the people, and at the same time, we should also pay attention to how culture affects the way the economy develops so that we can combine economy with culture. To develop a way for economic development and cultural exchanges to develop well, On the basis of systematically combing the relevant theories that affect international trade flow and the influence of cultural differences on international trade flow, this paper makes a contribution to the promotion of Belt and Road's strategy. Combining the relevant data from 2005 to 2014, this paper synthetically analyses the "Belt and Road" strategy since it was put forward. The cultural exchange and trade situation between China and the countries along "Belt and Road". With the mechanism and path of the influence of cultural distance on international trade flow as the starting point, the improved gravity model is constructed. The empirical analysis shows that the influence of cultural differences on China's international trade flows is negative, that is, cultural differences will reduce the international trade volume. Based on the empirical results and the reality of our country, this paper puts forward the countermeasures and suggestions from four aspects: constructing the cultural exchange platform to promote the development of international trade industry; Strengthen cultural and educational exchanges, promote global cultural and trade cooperation, build a cooperation mechanism between government and enterprises, promote the development of international trade environment, match domestic cultural policies, and innovate the international cultural trade industry.
