【摘要】：2013年9月7日,中國國家主席習(xí)近平提出“一帶一路”倡議,這一倡議概念來源于歷史上的絲綢之路,是新時期中國“走出去”倡議的重要體現(xiàn),因此包括白俄羅斯在內(nèi)的很多國家關(guān)注并積極參與該倡議的建設(shè)與發(fā)展。中國與白俄羅斯于1992年1月20日正式建交,2013年7月兩國確立“全面倡議伙伴關(guān)系”。中白經(jīng)貿(mào)合作關(guān)系是中國“一帶一路”建設(shè)的重要組成部分,“一帶一路”建設(shè)離不開兩國在經(jīng)貿(mào)領(lǐng)域的密切合作。因此,研究“一帶一路”建設(shè)背景下中白經(jīng)貿(mào)合作關(guān)系具有重要意義。本文在深入解讀中國“一帶一路”倡議內(nèi)涵基礎(chǔ)上,從相互投資現(xiàn)狀、雙邊貿(mào)易現(xiàn)狀、兩國經(jīng)濟互補性等方面闡述了中白兩國經(jīng)貿(mào)合作的現(xiàn)實基礎(chǔ),分析中白兩國經(jīng)貿(mào)關(guān)系自然條件、文化差異、經(jīng)濟結(jié)構(gòu)差異等方面的制約因素,按照“五通”的視角分析“一帶一路”建設(shè)背景下,研究中白兩國制度政策協(xié)調(diào)、基礎(chǔ)設(shè)施建設(shè)、商業(yè)環(huán)境、貨幣直接結(jié)算、情感文化交流等問題,指出“一帶一路”將全面加強中國與白俄羅斯之間在諸多方面的交流與合作。本文最后提出相應(yīng)對策建議:兩國要協(xié)商簽訂相關(guān)文件,促進政策溝通;努力把中白兩國路網(wǎng)連接起來,促進基礎(chǔ)設(shè)施聯(lián)通;協(xié)商建立國際自由貿(mào)易區(qū),共同建設(shè)中白工業(yè)園,促進貿(mào)易暢通;促進兩國貨幣流通;提升兩國人民間的好感和興趣,促進民心相通。兩國需要更加關(guān)注中白工業(yè)園等合作項目的建設(shè)與發(fā)展,充分開發(fā)白俄羅斯所擁有的市場空間。
[Abstract]:In September 7th 2013, Chinese President Xi Jinping put forward the "Belt and Road" initiative, which originated from the Silk Road in history and was an important embodiment of China's "going out" initiative in the new era. Therefore, many countries, including Belarus, are concerned about and actively participate in the construction and development of the initiative. China and Belarus formally established diplomatic relations on January 20th 1992, and on July 2013, the two countries established a "comprehensive initiative partnership." The relationship of economic and trade cooperation is an important part of China's "Belt and Road" construction, and the construction of "Belt and Road" cannot be separated from the close cooperation between the two countries in the economic and trade field. It is of great significance to study the Sino-Belarusian economic and trade cooperation relationship under the background of "Belt and Road" construction. Based on the in-depth interpretation of the connotation of China's "Belt and Road" initiative, this paper discusses the current situation of mutual investment and bilateral trade. The two countries' economic complementarity and other aspects have expounded the realistic basis of Sino-Belarusian economic and trade cooperation, and analyzed the natural conditions, cultural differences, economic structure differences and other restrictive factors in the economic and trade relations between the two countries. Under the background of "Belt and Road" construction from the perspective of "five links", this paper studies the coordination of institutional policies, infrastructure construction, business environment, direct settlement of currency, and emotional and cultural exchanges between China and Belarus. It is pointed out that "Belt and Road" will strengthen the exchanges and cooperation between China and Belarus in many aspects. Finally, the paper puts forward the corresponding countermeasures and suggestions: the two countries should negotiate and sign relevant documents to promote policy communication; Efforts will be made to link up the networks between China and Belarus, to promote infrastructure connectivity, to negotiate the establishment of an international free trade zone and to jointly build an industrial park between China and Belarus to facilitate the smooth flow of trade, to promote the circulation of money between the two countries, and to enhance the goodwill and interest between the people of the two countries. The two countries need to pay more attention to the construction and development of Sino-Belarus industrial park and other cooperation projects, and fully develop the market space that Belarus has.
