巴以和談與國際社會促談模式比較研究

【摘要】:巴以和談在傳統(tǒng)的“零和思維”及其路徑依賴下已陷入“以暴制暴”的安全困境,并成為全球治理的難題之一,但也是考驗國際社會各行為體全球影響力的“試金石”。本論文以巴以和談為研究對象,在全球治理的理論視閾下從國際組織、主權(quán)國家兩個層面來考察聯(lián)合國、美歐、俄羅斯及中國等國際社會多方推動中東和平進程尤其致力于巴以沖突難題治理的歷史。在此基礎(chǔ)上,比較了聯(lián)合國的受制型促談模式、美歐的主導(dǎo)型促談模式、俄羅斯的務(wù)實型促談模式等在政策立場、機制建設(shè)和項目運作方面之異同、評估了這三類促談模式對巴以和談進程所產(chǎn)生的不同影響,旨在彰顯中國促談模式之于國際社會合力促談所具有的建設(shè)性意義,并分析其在政策、制度與路徑等方面的獨特貢獻,進而對進一步建設(shè)性地推動巴以和談進程提出了對策建言,由此形成了自成體系的邏輯關(guān)系。聯(lián)合國受制型促談模式是因為盡管關(guān)于巴以和談進程出臺了一系列決議、方案、政策,但因聯(lián)合國促談執(zhí)行機制與決策力受制于美國的掣肘而實效低下、倍受牽制。美歐主導(dǎo)型促談模式發(fā)揮的影響力不盡相同,歐盟倡導(dǎo)經(jīng)濟合作及提供援助,美國在立場、執(zhí)行上對以色列的支持和援助明顯具有傾向性。俄羅斯務(wù)實型促談模式具有務(wù)實與靈活的“平衡器”特色,三類各自都對巴以和談進程發(fā)揮了不同程度的影響,但卻難以根治巴以沖突頑疾。因此,一個在政策理念、機制建設(shè)、行動方式上均有所創(chuàng)新與突破的全新促和模式的運用迫在眉睫。通過橫向?qū)Ρ扰c縱向梳理,本文總結(jié)出具有中國特色、安全經(jīng)濟人文并舉的中東和解新模式,在推動巴以和平進程中的“中國貢獻”尤為獨特且意義深遠。中國建設(shè)型促談模式的內(nèi)涵包括政治上堅持“勸和促談”、經(jīng)濟上堅持“援助合作”、人文上堅持“民心相通”,以及堅持“一帶一路”框架下的促談新路徑。這不僅為妥善解決地區(qū)熱點問題提供了“中國經(jīng)驗”,也為中阿共建“一帶一路”提供了新抓手,更為中國參與治理全球難題提供了新思路。
[Abstract]:Under the traditional "zero-sum thinking" and its path dependence, the Palestinian-Israeli peace talks have fallen into the security dilemma of "controlling violence with violence", and have become one of the problems of global governance. However, it is also a litmus test of the global influence of various actors in the international community. This paper, from the perspective of the theory of global governance, examines the United Nations, the United States and Europe from the perspective of international organizations and sovereign states. On the basis of the history of the difficult governance of the Palestinian-Israeli conflict, the international community, such as Russia and China, has made various efforts to promote the Middle East peace process. On this basis, it has compared the United Nations' model of promoting talks with those of the United Nations and the mode of promoting talks led by the United States and Europe. The similarities and differences of Russia's pragmatic talks promotion model in terms of policy stance, mechanism building and project operation have assessed the different impacts of these three models on the process of Palestinian-Israeli peace talks. The purpose of this paper is to demonstrate the constructive significance of China's model of promoting talks to the international community, and to analyze its unique contributions in the areas of policy, system and path. And then put forward suggestions for further constructive promotion of the Palestinian-Israeli peace talks process, thus forming a logical relationship of its own system. The United Nations model of promoting talks is restricted because, despite a series of resolutions and proposals on the process of Palestinian-Israeli peace talks, Policy, but the effectiveness of the United Nations talks on implementation mechanisms and decision-making power is limited by the constraints of the United States, and it is greatly constrained. The United States has different influences on the US-Europe dominated talk promotion model. The EU advocates economic cooperation and provides assistance. The United States takes a stand. The support and assistance to Israel in implementation is obviously biased. The Russian pragmatic talk promotion model has the characteristics of a pragmatic and flexible "balancer", and each of the three categories has played a different role in the process of the Palestinian-Israeli peace talks. However, it is difficult to root out the persistent diseases of the Palestinian-Israeli conflict. Therefore, it is urgent to apply a new model for promoting peace, which has some innovations and breakthroughs in policy ideas, mechanism construction, and ways of action. This paper sums up a new model of Middle East reconciliation with Chinese characteristics, security economy and humanities. The "Chinese contribution" in promoting Israeli-Palestinian peace process is particularly unique and far-reaching. The connotation of China's constructive model of promoting talks includes political adherence to "persuading peace and promoting talks", economic adherence to "assistance and cooperation", and humanistic adherence to "people". It not only provides the "Chinese experience" for properly solving the hot issues in the region, but also provides a new grip for the Sino-Arab joint construction of "Belt and Road," as well as adhering to the new path of promoting talks under the framework of "Belt and Road." More China's participation in the governance of global problems provides a new way of thinking.
