【摘要】：隨著我國"一帶一路"戰(zhàn)略倡議的提出,中俄兩國的經(jīng)貿(mào)關(guān)系步入了新的發(fā)展階段,黑龍江省作為對俄經(jīng)貿(mào)合作的"橋頭堡"和"樞紐站",邊境口岸建設(shè)及其對經(jīng)濟(jì)腹地的帶動作用尤為重要。通過對黑龍江省對俄邊境口岸的現(xiàn)狀分析,發(fā)現(xiàn)其存在著口岸建設(shè)對經(jīng)濟(jì)增長的帶動力較小、通關(guān)不暢導(dǎo)致邊境口岸貿(mào)易量下降、邊境口岸發(fā)展緩慢等問題。為繼續(xù)加強(qiáng)口岸基礎(chǔ)設(shè)施和經(jīng)貿(mào)通道建設(shè),大幅提高口岸過貨能力和貿(mào)易規(guī)模,黑龍江省應(yīng)適度增加邊境口岸的投資額度,充分利用"絲路基金"與"亞投行"實現(xiàn)口岸的對等發(fā)展政策機(jī)遇,加快黑龍江省對俄邊境口岸的基礎(chǔ)設(shè)施建設(shè),從而切實提高邊境口岸的物流能力,帶動邊境口岸貿(mào)易的發(fā)展,以此促進(jìn)黑龍江省經(jīng)濟(jì)的長足發(fā)展。
[Abstract]:With the strategic initiative of "Belt and Road", the economic and trade relations between China and Russia have entered a new stage of development. As a "bridgehead" and "hub station" for economic and trade cooperation with Russia, the construction of border ports and their driving role in the economic hinterland in Heilongjiang Province are particularly important. Through the analysis of the current situation of Heilongjiang Province's border ports with Russia, It is found that the port construction has little driving force for economic growth, the poor customs clearance leads to the decline of trade volume at border ports, and the development of border ports is slow, etc. In order to continue to strengthen the construction of port infrastructure and economic and trade channels, To substantially increase the capacity and trade scale of the ports, Heilongjiang Province should appropriately increase the investment quota at the border ports, and make full use of the "Silk Road Fund" and the "AIIB" to realize the equal development policy opportunities at the ports. In order to accelerate the infrastructure construction of Heilongjiang Province's border port with Russia, improve the logistics capacity of border port and promote the development of border port trade, the economy of Heilongjiang Province can be promoted by leaps and bounds.
