【摘要】：全球貿(mào)易治理機(jī)制為維護(hù)戰(zhàn)后世界經(jīng)濟(jì)的穩(wěn)定和各國(guó)的開放合作發(fā)揮了重要作用,但其自身也存在一些缺陷。多邊貿(mào)易體制缺乏公正性,區(qū)域貿(mào)易協(xié)定不斷涌現(xiàn),導(dǎo)致全球貿(mào)易治理出現(xiàn)"碎片化"趨勢(shì),非正式制度安排缺乏法律的約束力,合法性也受到質(zhì)疑。全球貿(mào)易治理機(jī)制的缺陷導(dǎo)致了諸多治理低效率問(wèn)題,逆全球化浪潮就是貿(mào)易治理機(jī)制低效率的突出表現(xiàn)。此外,新興經(jīng)濟(jì)體在國(guó)際經(jīng)濟(jì)格局中地位日益上升,現(xiàn)行的全球貿(mào)易治理機(jī)制所界定的利益分配格局越發(fā)不合時(shí)宜。而"一帶一路"倡議的提出并付諸實(shí)施,將會(huì)引領(lǐng)全球貿(mào)易治理機(jī)制變革,促進(jìn)全球貿(mào)易治理向公正導(dǎo)向、發(fā)展導(dǎo)向轉(zhuǎn)型,將整合"碎片化"的全球貿(mào)易治理機(jī)制,引領(lǐng)新的經(jīng)濟(jì)全球化。"一帶一路"國(guó)際合作高峰論壇為全球貿(mào)易治理提供新的多邊合作平臺(tái)。"絲路新秩序"為全球貿(mào)易治理機(jī)制變革設(shè)定新范本。
[Abstract]:The global trade governance mechanism has played an important role in maintaining the stability of the postwar world economy and the opening up and cooperation of various countries, but it also has some defects in itself, and the multilateral trading system lacks fairness. The emergence of regional trade agreements (RTAs) has led to a trend of "fragmentation" of global trade governance and the lack of legal binding on informal institutional arrangements. The legitimacy is also questioned. The defects of the global trade governance mechanism have led to a lot of governance inefficiency problems, the anti-globalization wave is a prominent manifestation of the inefficient trade governance mechanism. Emerging economies are becoming increasingly prominent in the international economic landscape, and the distribution of benefits as defined by the current global trade governance regime is becoming more and more anachronistic, and the Belt and Road initiative has been proposed and implemented. It will lead the reform of the global trade governance mechanism, promote the global trade governance to the fair direction, development oriented transformation, will integrate the "fragmentation" of the global trade governance mechanism. Lead the new economic globalization. "Belt and Road" international cooperation summit forum to provide a new multilateral cooperation platform for global trade governance. "Silk Road New order" set a new model for the reform of global trade governance mechanism.
